TOWN BOARD Meeting Notes

Marion Municipal Building

Monday, August 28, 2023

A Special Town Board meeting of the Town of Marion, Wayne County, NY was held on Monday, August 28, 2023 at the Marion Municipal Room.

Supervisor Bender called the meeting to order at 6:30 pm with a roll call done by Heidi Levan, Clerk of the Board.

PRESENT:                     LaVerne Bliek, Councilman

Ronald Lonneville, Councilman

Julie Herman, Councilwoman

Michael Cramer, Councilman

Jolene Bender, Supervisor


IN PERSON ATTENDANCE: Jeff Cragg, Chief Wastewater Treatment Officer; Joan Fisher.

Supervisor Bender asked everyone to stand and give the Pledge of Allegiance.

Citizen Comments:   Joan Fisher spoke first in regard to the Marion Recreation Adult Pickleball.  Ms. Fisher thanked the Town Board for their continued support for the Adult Pickleball program.  Ms. Fisher and Ms. Barb Schoonerman run this program for the Town.  For the 2023 budget, $1000.00 was in the budget.  Ms. Fisher recommends the town update the 2024 budget and reduce that line to $500.00  The program is self-sustaining.  Ms. Fisher also asked that the Marion Town Board write a letter of appreciation to the Marion School District for allowing the equipment to be stored at the Elementary School as well as allowing the program to run during the winter in the Elementary School gym.   Ms. Fisher would love to see pickleball courts at the Marion Town Park.  Ms. Fisher also stated that the Town of Williamson applied for a grant for new pickleball courts.  The Town Board would like to look into this as well.

Town Business: 

Councilman Lonneville stated the work being done at the Town Hall and Municipal Room (court room) has uncovered some work that needs to be done at the Municipal Room.  There are 4 layers of siding on the back of the building and vines are growing under the siding and rotten wood has been discovered.  Councilman Lonneville will be getting quotes to have these problems addressed.

Town Clerk, Heidi Levan stated Kathryn Robinson contacted the Town Clerk’s office asking if she could paint the crosswalk in front of the Marion Elementary School in rainbow colors.  Ms. Robinson spent 10 days in Iceland this summer and was inspired by their rainbow streets.  The Town Board was given a copy of Kathryn’s email.  The Town Board was not in favor of this idea but it’s a county road and Wayne County Highway Department would need to make the final decision.  Ms. Levan will contact Wayne County Highway Department and get back to Ms. Robinson.

Ms. Levan spoke next regarding the clock that needs to be replaced at the Town Hall.  Ms. Levan has received 3 different quotes for new clocks.  A new clock will cost approximately $4,000.  The Town Board has decided not to replace the clock.

The Town Board spent considerable time discussing the 2024 Town Budget.  These talks will continue at the next meeting scheduled for Tuesday, September 5th at 6:30pm.

Resolution #812-2023 Authorize the Supervisor to Sign the CIMS Cemetery Software Proposal

On a motion by Councilman Lonneville and seconded by Councilwoman Herman

ADOPTED:  Ayes:  5  Lonneville, Herman, Cramer, Bliek, Bender

Nays:  0

The following resolution was adopted

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the contract with CIMS for Cemetery Software to use ARPA funds; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution CIMS Cemetery Software and the Principal Account Clerk.

Resolution #813-2023 Payment of Claims

 On a motion by Councilman Lonneville and seconded by Councilwoman Herman

ADOPTED:  Ayes:  5  Lonneville, Herman, Cramer, Bliek, Bender

Nays:  0

The following resolution was adopted

 WHEREAS, the Marion Town Board has received and audited the following claims: now

BE IT RESOLVED, that the Supervisor is hereby authorized to pay said claims upon receipt of the signed abstracts of audited claims from the Town Clerk.

With no further business, on a motion by Councilman Bliek and seconded by Councilwoman Herman, Supervisor Bender closed the meeting at 8:35pm.
