TOWN BOARD Meeting Minutes

Marion Municipal Building

Monday, May 22, 2023

A Town Board meeting of the Town of Marion, Wayne County, NY was held on Monday, May 22, 2023 at the Marion Municipal Room.

Supervisor Bender called the meeting to order at 6:30 pm with a roll call done by Heidi Levan, Clerk of the Board.

PRESENT:                     LaVerne Bliek, Councilman

Ronald Lonneville, Councilman

Julie Herman, Councilwoman

Michael Cramer, Councilman – via phone

Jolene Bender, Supervisor

Absent:

IN PERSON ATTENDANCE: Caryn Devlin, Historian; Margi Taber; Mary Maynard; Ash Vandergrift; Quentin Burbrize.

Supervisor Bender asked everyone to stand and give the Pledge of Allegiance.

Public Hearing:

  1. 6:30 – Amend Zoning Code to Add Part 114 (Cannabinoid Hemp).

The public hearing opened at 6:30pm.  The Town Board had a long discussion on what would be allowed and possible changes that they would like to see in the proposed new town law.  The Town Board has asked that the Zoning Board and the Town Attorney meet with them to discuss how to move forward.  Town Supervisor Bender asked three times if anyone in attendance had questions or concerns, with no one coming forward a motion was made by Councilman Lonneville and seconded by Councilman Bliek to close the meeting.  The meeting was closed at 6:40pm with all ayes.

Town Business:

Councilman Lonneville thanked Town Clerk Heidi Levan for helping at the Town Park by Target Pest Control for bee control as well as making new maps for renters that show where items could be located within the Town Park.

Councilman Lonneville next stated that he is getting quotes for painting the trim around the new windows at the museum.  He will present estimates when they are available.

Councilman Lonneville spoke next about Town Project.  The Town Hall is waiting for touch up painting to be done and new carpet will be installed on Friday, June 16th.

Councilman Cramer stated he is waiting on a quote to have the outside bathroom door be electronic so it can automatically lock and unlock each day.  He will present quotes once they become available.

Councilman Lonneville thanked the Marion Highway Department for placing the new benches, garbage cans and signs around the Town Park.

Councilman Lonneville stated he is still waiting on Nutrien regarding land that backs up to the Town Park.

Councilman Bliek stated Highway Superintendent, Tim Boerman is having stump grinding done at the Town Park.  A question was raised as to quotes.  Councilman Bliek stated the county bid was used for this project.

Coucilwoman Herman asked if Highway Superintendent, Tim Boerman had an updated on when the fence will be replaced at the resident’s home on North Main Street. Councilman Bliek will check with Mr. Boerman.

Councilman Bliek stated drainage work will be done at the Town Park in the new few weeks.  Work will be done by Jeff Decker.

Councilwoman Herman spoke next regarding painting of the trim at the library.  The original quote from Busy Bee was for $1200.  Two quotes were needed.

Councilwoman Herman also stated that damage was done to the gazebo at the library.  Library Manager, Tracy Whitney will work on getting quotes for this repair.

The Town Board next had a discussion regarding the Marion Cemetery. The Town Board would like to have a meeting with the NYS Cemetery Division and the Marion Cemetery Association.

Councilwoman Herman thanked Highway employee Steve Taber for all of his work getting people to help at the cemetery this summer.

Councilwoman Herman spoke next regarding concessions at the Town Park.  Councilwoman Herman would like to have guidelines from the Department of Health on what can and can not be sold.  The Town Board did agree that foods and drinks can not be stored in the kitchen at the Town Park.

Resolution #514-23 Authorize Public Hearing for Local Law Entitled “Real Property Tax Levy Limit”

On a motion by Councilman Lonnevile and seconded by Councilman Bliek

ADOPTED:  Ayes:  5 Bender, Lonneville, Herman, Cramer, Bliek

Nays:  0

The following resolution was adopted

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor a public hearing to be held on June 12, 2023 at 6:30pm for Local Law Entitled “Real Property Tax Levy Limit”; and

BE IT RESOLVED, that the Marion Town Board authorizes the Clerk of the Board advertise in the legal newspaper of such; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Principal Account Clerk.

Resolution #515-23 Payment of Claims

On a motion by Councilwoman Herman and seconded by Councilman Cramer

ADOPTED:  Ayes:  5 Bender, Lonneville, Herman, Cramer, Bliek

Nays:  0

The following resolution was adopted

WHEREAS, the Marion Town Board has received and audited the following claims: now

BE IT RESOLVED, that the Supervisor is hereby authorized to pay said claims upon receipt of the signed abstracts of audited claims from the Town Clerk.

 With no further business, on a motion by Councilwoman Herman and seconded by Councilman Cramer, Supervisor Bender closed the meeting at 8:00pm.
