Monday, November 27, 2023

A Town Board meeting of the Town of Marion, Wayne County, NY was held on Monday, November 27, 2023 at the Marion Municipal Room.

Councilman Bliek called the meeting to order at 6:28pm and asked the Clerk of the Board to give a roll call.

PRESENT:         Julie Herman, Councilwoman

Michael Cramer, Councilman

Ronald Lonneville, Councilman

LaVerne Bliek, Councilman

ABSENT:          Jolene Bender, Supervisor

OTHERS IN ATTENDANCE:  Jeff Cragg, Chief Wastewater Treatment Operator; Marcia Lonneville; Margi Taber.

Councilman Bliek asked everyone to stand and give the Pledge of Allegiance.

Public Hearing:

  1. Replace Boilers at Library – Utilizing Contingency Funds

The Public Hearing opened at 6:31pm.  The Town Board skipped the reading of the following: LEGAL NOTICE

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Marion Town Board will be having a public hearing to spend funds to replace the boiler system at the Marion Public Library.

The Public Hearing will be held during the Town Board meeting being held Monday, November 27, 2023 at the Marion Municipal Room 3827 North Main St, Marion, NY 14505 at 6:30pm. Anyone for or against this proposed spending will be given an opportunity to speak on November 27, 2023.

This notice was published in the Times of Wayne County on November 17, 2023.

The Town Board had a discussion regarding the 3 RFP’s that were returned to the Town.  Councilman Lonneville and Jeff Cragg, Wastewater Treatment Operator and Maintenance staff member spend a few hours reviewing each proposal and determining which company had the best offer and why.  After discussing all the information with the other Town Board members, the Town Board asked the attendees at the public hearing if they had any questions or concerns.  This was asked three times.  The public hearing was closed at 6:40pm on a motion from Councilman Lonneville and seconded by Councilwoman Herman with all ayes.

Discussion:

  1. Procurement Policy

Councilman Lonneville has been working with New York State Department of Labor along with other New York State agencies to make sure our Procurement Policy is worded correctly.  There are a few things that need to be added to the policy and Councilman Lonneville will work with Principal Account Clerk, Kathy Cauwels on providing information to the Town Board to be reviewed and discussed at a future meeting.

Resolution #1114-23 Amend 2024 Budget

The following resolution was adopted

BE IT RESOLVED, that the Marion Town Board amends the 2024 budget with following changes:

90608.01.000.000       Health Insurance                                 increase                       $    3,390.00

90608.03.000.000       Health Insurance                                 increase                      $    2,393.00

90608.05.000.000       Health Insurance                                 increase                      $       875.00

90608.07.000.000       Health Insurance                                 increase                      $       625.00

General Fund               Appropriated Fund Balance               increase                      $    3,390.00

Highway Fund             Appropriated Fund Balance               increase                       $    2,393.00

Library                         Appropriated Fund Balance               increase                      $       875.00

Sewer                          Sewer Charges Revenue                     increase                      $       625.00

Increase the levy to include Cemetery $22,160, Williamson Water District Capital Charge users in the Town of Marion $1,058  and remove $233,423 (Fire District)  for a total amount of the levy to be $1,872,673. Preliminary Budget tax rate included Cemetery.

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #1115-23 Award Contract to Jim Burgio Plumbing LLC to replace the boilers at the Library

The following resolution was adopted

WHEREAS, a Public Hearing was held on Monday November 27, 2023, regarding replacing the boilers at the Library,

WHEREAS, the Town of Marion sent out an RFP to replace the boilers at the Library; and

WHEREAS, the Town of Marion received 3 bid(s); and

WHEREAS, the Marion Town Board awarded the contract to Jim Burgio Plumbing LLC for option #1 & 2 only on the proposal with an amount not to exceed $ 16,465 to be expensed out of 16204.01.000.042 – Building Repairs utilizing contingency funds; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Jim Burgio Plumbing LLC and the Principal Account Clerk.

Resolution #1116-23 Accept Resignation of Summer Johnson, Marion Planning Board.

On a motion by Councilwoman Herman and seconded by Councilman Lonneville

ADOPTED:  Ayes:  4 Lonneville, Herman, Cramer, Bliek

Nays:  0

The following resolution was adopted

WHEREAS, Marion Planning Board member, Summer Johnson has submitted her resignation from the Town of Marion effective December 1, 2023; now

BE IT RESOLVED, that the Marion Town Board accepts the resignation of Summer Johnston effective, December 1, 2023; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Summer Johnson, Fred Walker and the Principal Account Clerk.

 With no further business, on a motion by Councilman Cramer and seconded by Councilwoman Herman, Councilman Bliek closed the meeting at 6:50pm.
