 A Town Board meeting of the Town of Marion, Wayne County, NY was held on Monday, May 12, 2025 at the Marion Town Court Room.

Supervisor Johnson called the meeting to order at 6:30pm and asked the Clerk of the Board to give a roll call.

Supervisor Johnson asked everyone to stand and give the Pledge of Allegiance.

Mr. Kirsop explained to the Town Board and to all the attendees that the Marion Public Library is looking to change the way funding is handled for the library.  The Marion Library Board is looking to move forward with a 414 Referendum that would place the library budget on the ballot in November for the General Election.  This would allow the taxpayers to determine the budget and not the Town of Marion Board members.  Mr. Kirsop is happy to answer any questions that residents have regarding this proposition.

Citizen Comments:

One resident asked that there was a way to pay dog renewal fees online, Town Clerk Heidi Levan stated there is a way and she would be happy to show the resident after the meeting.

 

One resident asked if a copy of the letter of complaint from Supervisor Johnson was available for anyone to read.  The answer was yes, it will be on file at the Town Clerk’s office.

Resolution #502-2025 Authorize Supervisor to begin Union Bargaining Negotiations

 

On a motion by Councilman Cramer and seconded by Councilwoman Herman

BE IT RESOLVED, the Marion Town Board authorizes the Marion Town Supervisor to begin bargaining negotiations between the Town of Marion and the United Union of Roofers, Water proofers and Allied Workers, Local 22 Rochester, NY, and Marion Highway Union Sewart and;

WHEREAS, this agreement will be active for the term of two years starting January 1, 2026 and ending December 31, 2027 and;

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Timothy Boerman, Marion Highway Superintendent, United Union of Roofers, Water proofers and Allied Workers, Local 22 Rochester, NY and the Account/Audit Clerk.

 

Resolution #503-2025 Authorize Town of Marion to Sign Lease Agreement with Wayne County Water & Sewer Authority

BE IT RESOLVED, the Marion Town Board authorizes the Town of Marion to sign the Lease Agreement between the Town of Marion and the Wayne County Water & Sewer Authority, a public benefit corporation, with offices at 3377 Daansen Rd., Walworth, NY on behalf of the Marion Sewer District No. 1 and the Hamlet of Marion Sewer District and;

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to WCWSA and the Principal Account Clerk.

Resolution #504-2025 Authorize Town of Marion to form a Comprehensive Plan Committee

 

On a motion by Councilwoman Herman and seconded by Councilman Cramer

 

ADOPTED:  Ayes: 5   Herman, Lonneville, Taber, Cramer, Johnson

The following resolution was approved.

 

WHEREAS, the Marion Town Board is aware of the ever changing needs of the Town of Marion; and

 

WHEREAS, the Marion Town Board desires to keep an up to date growth plan for the Town of Marion; now

 

BE IT RESOLVED, that the Marion Town Board authorizes a committee be formed for two years and referred to as the Marion Comprehensive Plan Committee to prepare a Comprehensive Plan; and

 

BE IT RESOLVED, that the Marion Comprehensive Plan Committee members are to be comprised a diverse group of people both in backgrounds and professions of 5 to 7 people, not to exceed 9 people and;

 

BE IT RESOLVED, that the Marion Comprehensive Plan Committee shall meet monthly and provide monthly reports to the Marion Town Board and;

 

BE IT RESOLVED, that each member is a volunteer ;and

 

AND BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Principal Account Clerk, Supervisor and Planning and Zoning Board members.

 

Resolution #505-2025 Authorize Supervisor to Sign Wayne County Mowing Contract for 2025

 

On a motion by Councilman Cramer and seconded by Councilwoman Taber

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the attached 2025 contract with Wayne County Public Works – Mowing; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the County of Wayne, Marion Highway Superintendent, and Principal Account Clerk.

 

 

Resolution #506-2025 Authorize Western Wayne Ambulance to provide primary service calls for the Town of Marion

 

On a motion by Councilman Cramer and seconded by Councilwoman Herman

BE IT RESOLVED, that the Marion Town Board authorizes Western Wayne Ambulance to provide primary service related coverage for the Town of Marion and;

 

BE IT RESOLVED, that these calls will be initially dispatched by 911 for the Town of Marion and it’s legal boundaries and;

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the County of Wayne Emergency 911, Western Wayne Ambulance, Marion Supervisor, and Principal Account Clerk.

 

Resolution #507-2025 Payment of Claims

 

On a motion by Councilman Cramer and seconded by Councilman Lonneville

 

ADOPTED:  Ayes: 5   Herman, Lonneville, Taber, Cramer, Johnson

The following resolution was approved.

 

WHEREAS, the Marion Town Board has received and audited the following claims; now

 

BE IT RESOLVED, that the Supervisor is hereby authorized to pay said claims upon receipt of the signed abstracts of audited claims from the Town Clerk.

Additional Citizen Comments:

One resident spoke and asked about having holiday lights in the Marion Town Park.  Resident was advised to speak to the Marion Events Organization.  Another suggestion (requested a few years by another resident/business owner) is Holiday Trees at the Town Park.

 

One resident spoke regarding Western Wayne Ambulance and Wayne County Ambulance and asked why the Town was supporting a higher billed ambulance service.

 

One resident asked if paving on Main Street could be done after school lets out each day instead of during the regular school days, based on smell.  Another resident stated paving would disrupt school for the elementary students especially if it’s hot and they need to open windows and cant due to the smell.

 

One resident spoke regarding the old cold storage building on Cemetery Lane.  It’s become a dumping ground and needs to be cleaned up prior to the Memorial Day parade.

With no further business, on a motion by Councilwoman Herman and seconded by Councilman Cramer, Supervisor Johnson closed the meeting at 7:38pm.
