 A Town Board meeting of the Town of Marion, Wayne County, NY was held on Monday, October 20, 2025 at the Marion Town Court Room.

Supervisor, Summer Johnson called the meeting to order at 6:03pm and asked the Clerk of the Board to give a roll call.

2026 Tentative Budget

The following were changes made to the budget.  All changes were made with a motion/second and long roll vote of the Town Board members.  These changes will go into the Preliminary budget.

On a Motion from Councilwoman Taber and second by Councilman Lonneville, Line Item #75504.01.0.099 – Senior Citizen Club was increased to $1,200.  The long roll vote was as follows:  Supervisor Johnson – Naye.  Councilwoman Herman – aye, Councilman Cramer – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 4 ayes to 1 nays.

On a Motion from Councilman Cramer and second by Councilwoman Herman, Line Item #75504.01.0.099 – Senior Citizen Club was moved to Adult Recreation account # 71104.01.0.099 .  The long roll vote was as follows:  Supervisor Johnson – Naye.  Councilwoman Herman – aye, Councilman Cramer – aye, Councilman Lonneville – naye, Councilwoman Taber – aye.  The motion was passed 3 ayes to 2 nays.

On a Motion from Councilman Cramer and second by Councilwoman Herman, Line Item #99509.01 – Reserve Transfer – (Driveway Sealing) was increased to $8,000.  The long roll vote was as follows:  Supervisor Johnson – aye.  Councilwoman Herman – aye, Councilman Cramer – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

On a Motion from Supervisor Johnson and second by Councilman Lonneville, Line Item #51104.03.0.121 – Highway –oil was decreased to $116,000.  The long roll vote was as follows:  Supervisor Johnson – aye.  Councilwoman Herman – aye, Councilman Cramer – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

On a Motion from Councilman Lonneville and second by Councilman Cramer, Line Item #51104.03.0.123– Highway –Culverts/Pipes was increased to $5,000.  The long roll vote was as follows:  Supervisor Johnson – aye.  Councilwoman Herman – aye, Councilman Cramer – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

On a Motion from Councilman Lonneville and second by Councilman Cramer, Line Item #51104.03.0.125– Highway –Striping was increased to $12,000.  The long roll vote was as follows:  Supervisor Johnson – naye.  Councilwoman Herman – aye, Councilman Cramer – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 4 ayes to 1 nays.

On a Motion from Councilman Lonneville and second by Councilman Cramer, Line Item #51304.03.0.012– Highway –Equipment Repair was increased to $45,000.  The long roll vote was as follows:  Supervisor Johnson – naye.  Councilwoman Herman – aye, Councilman Cramer – aye, Councilman Lonneville – aye, Councilwoman Taber – Abstained.  The motion was passed 3 ayes to 1 nays.

On a Motion from Supervisor Johnson and second by Councilman Cramer, Line Item numbers #51101.03.0.112-.116 Highway Personal was decreased to $63,752 each.  The long roll vote was as follows:  Supervisor Johnson – aye.  Councilwoman Herman – aye, Councilman Cramer – aye, Councilman Lonneville – aye, Councilwoman Taber – aye  The motion was passed 4 ayes to 0 nays

A discussion took place regarding fund balances.  For the 2026 budget the general fund balance will be $230,000 and the Highway fund balance will be $90,000.

Resolution #1010-2025 Set Budget Public Hearing

 On a motion by Councilman Lonneville and seconded by Councilman Cramer

ADOPTED:  Ayes: 5   Herman, Lonneville, Taber, Cramer, Johnson

Nays:  0

The following resolution was approved.

 BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to advertise the following in the legal newspaper for the Town of Marion:

NOTICE IS HEREBY GIVEN that the Preliminary budget for the Town of Marion, New York, for the fiscal year beginning January 1, 2026, has been completed and filed in the Town Clerk’s Office of the Town of Marion, where it is available for inspection by any interested persons at all reasonable hours; and;

FURTHER NOTICE IS GIVEN that the Town Board of the Town of Marion will meet, and review said budget and hold a Public Hearing on November 3, 2025 @ 6:30 PM at the Marion Court Room, 3825 N. Main Street, Marion, New York, at which time and place any persons may be heard in favor or against any items;

WHEREAS, pursuant to Town Law, the proposed salaries of the following officers are hereby specified as follows:

Highway Superintendent $71,651

Town Clerk $ 51,465

Registrar of Vital Statistics $ 700

Town Justice – (2) each @ $16,315

Supervisor $33,682

Budget Officer $ 752

Councilman – (4) each @ $ 5,518

Deputy Supervisor $ 1,160

AND BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to all Department Heads.

Additional Citizen Comments:  2 people spoke during this time.

Executive Session:  The Town Board went into Executive Session on a motion from Councilman Cramer and seconded by Councilwoman Herman at 8:26pm to Union Contract negotiations.  The executive session was closed at 9:13pm.

The Town Board went back into regular session at 9:14pm to discuss the 2026 budget.

With no further business, on a motion by Councilwoman Herman and seconded by Councilman Cramer, Supervisor Johnson closed the meeting at 9:35pm.
