A Town Board meeting of the Town of Marion, Wayne County, NY was held on Monday, November 10, 2025 at the Marion Town Court Room.
Supervisor, Summer Johnson called the meeting to order at 6:30pm and asked the Clerk of the Board to give a roll call.

Resolution #1114-2025 Amend Resolution #5072022 Town Procurement Policy

The following resolution was approved
WHEREAS, the Town Board of the Town of Marion, NY recognizes the importance of compliance with New York State General Municipal Law §103 and §104-b, and;
WHEREAS, proper documentation of procurement supports transparency, accountability, and the efficient use of public funds, and;
WHEREAS, the Town Board wishes to establish a clear and consistent process for documenting procurement for all purchases exceeding the thresholds outlined in the Town Procurement Policy,
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Marion, NY hereby adopts the attached Procurement Documentation Checklist to be used for all purchases requiring Board approval and amend the Town of Marion procurement policy dated 12/12/2011 guideline 3; and
BE IT FURTHER RESOLVED, that:
- All department heads or staff submitting purchases for Board approval shall attach the required documentation to the agenda packet.
- Board members shall review the documentation prior to voting on any purchase.
- This checklist shall be incorporated into the Town’s Procurement Policy and retained for audit purposes.
- The Town Clerk shall maintain a copy of this resolution and checklist in the official records.

Resolution #1115-2025 Amend Resolution #1003-2025 Authorize Town Board to send an RFP Repair the Outdoor Bathroom Door and Lock in the Marion Town Park Pavilion A

WHEREAS, the Marion Town Board needs to have repairs made to the Outdoor access Bathroom to repair the door and lock at the Marion Town Park in Pavilion A; and
BE IT RESOLVED, the Town Board authorizes to send out an RFP to have repairs made to the outside access bathroom door at the Marion Town Park with estimates to be returned no later than December 15, 2025; and
BE IT FURTHER RESOLVED that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk
Resolution #1116-2025 Authorize Supervisor to sign 2026 Contract with Wayne County Humane Society
On a motion by Councilwoman Herman and seconded by Councilman Lonneville

The following resolution was approved.
BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the attached 2026 Contract with Wayne County Humane Society; and
BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Humane Society of Wayne County and Principal Account Clerk.
Resolution #5 Award Proposal for Sealing of Parking Lots
On a motion from Councilman Cramer and Seconded by Counilman Lonneville, this resolution was tabled.
WHEREAS, Kathleen Cauwels, Principal Account Clerk obtained proposals to apply asphalt sealer to the park parking lot, municipal parking lot (next to school), municipal Parking Lot (next to museum) and the library parking lot; and
BE IT RESOLVED, that the Marion Town Board awards the application of the driveway sealing to _____________, not to exceed $_______ to be expended out of various accounts in the General and Library
BE IT FURTHER RESOLVED The Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the ____________ and the Principal Account Clerk.
Resolution #1117-2025 Payment of Claims
On a motion by Councilman Lonneville and seconded by Councilwoman Herman
ADOPTED: Ayes: 4 Herman, Lonneville, Cramer, Johnson

The following resolution was approved.
WHEREAS, the Marion Town Board has received and audited the following claims; now
BE IT RESOLVED, that the Supervisor is hereby authorized to pay said claims upon receipt of the signed abstracts of audited claims from the Town Clerk.
