Monday, September 22, 2025

A Town Board meeting of the Town of Marion, Wayne County, NY was held on Monday, September 22, 2025 in the Marion Court Room.

Supervisor Johnson called the meeting to order at 6:30 pm with a roll call done by Heidi Levan, Town Clerk/Clerk of the Board.

Ronald Lonneville, Councilman

Margi Taber, Councilwoman

Absent:

OTHERS IN ATTENDANCE:  Theresa Kuhn; Jenna Kuhn; Marcia Lonneville; Jennifer Williams; Barb Schoonerman; Steve Matteson; Karen Hayden; Gary & Penny Shaw; Tracy Whitney; Nancy Spinning; and Rylie Brown.

Supervisor Johnson asked everyone to stand and give the Pledge of Allegiance.

Acknowledgements:     Proclamation for Library Card Month in September.  Councilwoman Taber read the following statement.

2025 Library Card Sign-up Month Proclamation

WHEREAS, libraries are foundational to education, imagination, and opportunity, offering everything from early literacy programs to digital tools that support lifelong learning and personal growth;

WHEREAS, libraries welcome all people, serving as inclusive and accessible community hubs that connect individuals across cultures, generations, and experiences;

WHEREAS, libraries curate collections and design programs that reflect the diversity of the populations they serve, ensuring equitable access to information, technology, and culture for all;

WHEREAS, libraries help individuals navigate life’s challenges by providing trusted information, digital access, job search support, and connections to essential services;

WHEREAS, library resources help households save money, reduce waste, and make sustainable choices, all through the simple power of a shared public good;

WHEREAS, a library card opens doors to endless possibilities, from books and technology to lifelong learning and imagination;

NOW, THEREFORE, be it resolved that the Town of Marion, does hereby proclaim September 2025 as Library Card Sign-up Month in Marion, NY, and encourage all residents to sign up for a library card and explore the endless possibilities it offers.

Resolution #916-2025 Authorization to apply for the 2026 Youth Development Programming Funding grant with the County of Wayne Department of Youth


On a motion by Councilwoman Herman and seconded by Councilman Cramer

The following resolution was approved.

WHEREAS, the County of Wayne has a 2026 youth development grant to apply for; and

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign all necessary
documents regarding said grant; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a certified
copy of this resolution to the principal account clerk

Resolution #917-2025 Authorize Hiring Part-time Cleaner

On a motion by Councilwoman Herman and seconded by Councilman Lonneville

The following resolution was approved

WHEREAS, the Marion Town Board authorizes the hiring of Luke Tullock, as part-time cleaner for the Town of Marion.

BE IT RESOLVED, the Town Board authorizes the following accounts to be used for payroll, 16201.01.0.041 and 71101.01.0.041 at a rate of $16.50 per hour to clean the Town Hall, Town Court and Town Park and;

BE IT FURTHER RESOLVED that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk and Luke Tullock.

Resolution #3  Authorize the Creation of a 1.0 Part time non CDL Highway Laborer

On a motion from Councilman Cramer and seconded by Councilwoman Taber the following resolution was removed with all Ayes.

BE IT RESOLVED, that the Marion Town Board authorizes the creation of a 1.0 Part time non CDL license Marion Highway Laborer; and

BE IT RESOLVED, applications need to be returned no later than October 31, 2025: and

BE IT RESOLVED, that the Marion Town Board authorizes the Clerk of the Board to give a copy of this resolution to the Steven Taber and the Principal Account Clerk.

Resolution #4  Approve the Proposed 2026 Highway Department Workforce Development Program

On a motion from Councilman Cramer and seconded by Councilman Lonneville the following resolution was removed with all Ayes.

BE IT RESOLVED, that the Marion Town Board approves the proposed 2026 Highway Department Workforce Development Program; and

BE IT RESOLVED, that the Marion Town Board authorizes the Clerk of the Board to give a copy of this resolution to the Steven Taber and the Principal Account Clerk.

Resolution #918-2025 Authorize Hiring Ontario Tree for Tree Removal at the Marion Cemetery

On a motion by Councilman Lonneville and seconded by Councilwoman Herman

The following resolution was approved

WHEREAS, the Marion Town Board sent out a Request for Proposal to have 3 trees removed from the Marion Cemetery; and

BE IT RESOLVED, the Town of Marion received 3 proposals; and

BE IT RESOLVED, that the Marion Town Board authorizes the hiring of Ontario Tree for the amount not to exceed $6,000 to be taken from account # 88104.01.0.142 $3,000 and $3,000 from Unappropriated Fund Balance and;

BE IT FURTHER RESOLVED that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk

Resolution #919-2025  Pre-Payment of Claims

On a motion by Councilman Cramer and seconded by Councilwoman Herman

ADOPTED:       Ayes: 5            Herman, Taber, Lonneville, Cramer, Johnson

The following resolution was approved.

 WHEREAS, the Marion Town Board has received and audited the following claims; now

BE IT RESOLVED, that the Supervisor is hereby authorized to pay said claims upon receipt of the signed abstracts of audited claims from the Town Clerk.

Resolution #920-2025 Authorize Special Board Meeting

On a motion by Councilman Cramer and seconded by Councilwoman Herman

Nays: 0

The following resolution was approved.

 WHEREAS, the Marion Town Board authorizes a Special Board Meeting to be held on Tuesday, September 30th at 6:30pm in the Marion Court Room located at 3827 North Main Street, Marion, NY; and

BE IT RESOLVED that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk and the Times of Wayne County.

Additional Citizen Comments:  Councilwoman Taber spoke regarding Mark Raes who has just passed away.  Mr. Raes was committed to the Town of Marion Community.  He was a family man and enjoyed coaching in Marion over the years.  He invested many years to the Marion community.  His loss is felt by many.
