Resolution #1 Amend Preliminary Budget

 WHEREAS, the 2026 Preliminary Budget has been reviewed by the Marion Town Board,

BE IT RESOLVED, that the Marion Town Board approves the following amendments to the

Preliminary Budget for 2026:

11104.01.0.004    Justice – Misc.  move to:

11101.01.0.009    Justice – Court Clerk  increase salary to   $27,391

BE IT FURTHER RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #2 Adopt 2026 Budget

 WHEREAS, the Marion Town Board has received the 2026 Tentative Budget for the Town of Marion; and

WHEREAS, the Marion Town Board prepared the 2026 Preliminary Budget for the Town of Marion; and

WHEREAS, a Public Hearing on the 2026 Budget was held on Monday November 3, 2025; now

BE IT RESOLVED, that the Marion Town Board adopts the 2026 budget as attached; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #3 Authorize Advertising for a Full-Time Deputy Town Clerk

 BE IT RESOLVED, that the Marion Town Board authorizes the Clerk of the Board to advertise for the Town of Marion for applicants to fill the position of Full-Time Deputy Town Clerk; and.

The Town of Marion is accepting applications for this position until filled; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #4 Authorize Creating a Part-time Recreation Supervisor

 BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to create a part time Civil Service, Recreation Supervisor for the Town of Marion; and

BE IT RESOLVED, the Marion Town Board authorizes Wayne County Personnel to approve the creation of this position; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #5 Authorize Advertising for a Part-time Recreation Supervisor

 BE IT RESOLVED, that the Marion Town Board authorizes the Town Clerk to post the NYS Civil Service job description and accept applications; and

BE IT RESOLVED, the Marion Town Clerk’s Office will accept applications until December 30, 2025; and

BE IT RESOLVED, that all applicants must be approved by Wayne County Civil Service; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #6 Authorize Hiring Part-time Maintenance Position

WHEREAS, the Marion Town Board authorizes the hiring of Nicholas Lucci of 3823 Warner Rd. Marion, NY, as part-time Maintenance for the Town of Marion with employment starting on November 3,2025; and

BE IT RESOLVED, the Town Board authorizes the following accounts to be used for payroll, 16202.01.0.159 at a rate of $20 per hour for no more than 9 hours per week and;

BE IT FURTHER RESOLVED that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk and Nick Lucci

Resolution #7 Authorize Agreement with Marion Senior Citizen Club

WHEREAS, the Town Board of the Town of Marion recognizes the importance of providing opportunities for senior residents to participate in social, recreational, and educational activities that enhance community engagement and quality of life; and

WHEREAS, the Town desires to support the Marion Senior Club by providing access to Town facilities and limited financial assistance for pre-planned activities and programs; and

WHEREAS, it is the intent of the Town Board to ensure that all expenditures of Town funds are made in accordance with applicable laws, procurement policies, and fiscal accountability standards;

NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Marion hereby authorizes the use of the Marion Park Lodge by the Marion Senior Club for meetings and activities, subject to availability and scheduling coordination through the Town Clerk’s Office; and

BE IT FURTHER RESOLVED, that the Town Board shall allocate budgeted funds to support pre-planned Senior Club programs and activities, which may include but are not limited to:

  • Educational workshops;
  • Social luncheons and themed gatherings;
  • Recreational outings and fitness programs; and
  • Guest speakers and entertainment;

BE IT FURTHER RESOLVED, that all expenditures made with Town funds on behalf of the Marion Senior Club shall comply with the Town of Marion Procurement Policy and all applicable bidding laws, and that invoices must be submitted to the Town Clerk’s Office by the first Wednesday of each month for review and payment processing; and

BE IT FURTHER RESOLVED, that Town funds budgeted for the Marion Senior Club shall not be used for:

  • Payment of rent, space fees, or facility charges to outside entities;
  • Donations or contributions to religious organizations or faith-based groups;
  • Gifts, personal items, or expenses for individual use; or
  • Any expenses not directly related to pre-approved Senior Club programs or activities;

BE IT FURTHER RESOLVED, that the Town Board of the Town of Marion expresses its full support for the Marion Senior Club and encourages continued collaboration between the Club, Town staff, and the Board to provide enriching programs that benefit the senior community.

BE IT FURTHER RESOLVED that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk and Marion Senior Citizen Club.

Resolution #8 Authorize Hiring MEO Full Time Employee at the Marion Highway Department

WHEREAS, Steven Taber, Deputy Highway Superintendent for the Town of Marion has recommended hiring a MEO full time employee; now

BE IT RESOLVED that the Marion Town Board accepts said recommendations and authorizes hiring Daniel Woodard, 4938 Williamson Rd., Marion, NY 14505 effective November 10, 2025, at remuneration of $25.04 per hour for 2025 and $30.66 per hour starting January 1, 2026 from account # 51101.03.0.118; and

BE IT RESOLVED that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Daniel Woodard, Deputy Highway Superintendent, and the Principal Account Clerk.

Resolution #9 Approve Collective Bargaining Agreement between Town of Marion and United Union Roofers, Waterproofers & Allied Workers Local 22.

WHEREAS, the Town of Marion and the United Union Roofers, Waterproofers and Allied Workers Local 22 have reached an agreement to the Union Contract effective January 1, 2026 thru December 31, 2029; and

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor, Deputy Highway Superintendent, Highway employee representative and Union representative to sign the above contract and be notarized; and

BE IT RESOLVED, that the Town of Marion directs the Clerk of the Board to give a copy of this resolution to the United Union of Roofers Waterproofers & Allied Workers, Local 22, Marion Highway Department and the principal Account Clerk.

Resolution #10 Accept Resignation of Nadine Seppeler as Drainage Clerk

WHEREAS, Nadine Seppeler has submitted her resignation as the Town of Marion Drainage  Clerk effective October 27, 2025; now

BE IT RESOLVED, that the Marion Town Board regretfully accepts the resignation of Nadine Seppeler; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Nadine Seppeler and Principal Account Clerk.

Resolution #11 Holiday Parade Parking Lot Closure

 BE IT RESOLVED, that the Marion Town Board authorizes the Municipal parking lot next to Jennies House to be fully closed to all traffic on Saturday, December 20, 2025 from 4pm – 8 pm for the Holiday Parade and activities; and

BE IT FURTHER RESOLVED, that the Marion Town Board directs the Clerk of the Board to send a copy of this resolution to local businesses and Town employees.

Resolution #12  Payment of Claims
