TOWN BOARD Meeting Notes

Monday, December 28, 2020

A Town Board meeting of the Town of Marion, Wayne County, NY was held on

Monday, December 28, 2020 at the Marion Municipal Room and via Zoom on-line conference.

Supervisor Bender called the meeting to order at 3pm.  This meeting was held at the Marion Municipal Room and via Zoom on-line conference service.  This meeting was the 2020 Year End Meeting.

Supervisor Bender asked for a roll call after asking everyone to stand and give the Pledge of Allegiance.

Town Business: 

Supervisor Bender started the meeting by discussing the next few meetings.  There is an Organizational Meeting scheduled for Monday, January 4, 2021 at 6:30pm.  The following two meetings will be held on Monday, January 11, 2021 and Monday, January 25, 2021.

Supervisor Bender next spoke about the COVID-19 Emergency Plan that the Town Board is required to have in place.  All members of the committee will be from the Marion Town Board. The Board will discuss the Plan on January 4th in hopes to adopt it on January 11, 2021.

Town Clerk, Heidi Levan next talked about how the Town Board would like board meetings to meet.  Should they be in person or via zoom?  The Board would like to evaluate what equipment can be used in order for everyone in the room to be picked up on the Zoom microphone.

Councilman Lonneville spoke next regarding the Town of Marion website.  Councilman Lonneville feels the website needs updating.  Councilman Lonneville will be meeting with Nick Deming on Wednesday, January 6, 2021 at 10am to discuss this work.  Town Clerk, Heidi Levan along with Councilwoman Smith will be joining this meeting.

Councilman Lonneville thanked Judy Casler and the rest of the Marion Events Organization for the Christmas decorating contest.  A lot of positive comments have been mentioned regarding both the Organization and the town.

Councilwoman Fisher spoke next regarding the Marion Town Park.  The Town Clerk’s Office normally starts to take reservations in January to accommodate Town Park rentals.  The Town Board has decided to postpone taking reservations until April of 2021.  A decision will be made in March of 2021 as to whether the Park will be open for reservations.

Councilman Bliek spoke about the need to identify which intersections in Marion need street lights.  Councilman Bliek will compile a list and then contact RG&E for an estimate on cost.

Resolution #12132020 Authorize Principal Account Clerk to Make any Necessary Adjusting and Budgetary Journal Entries to Close the 2020 Fiscal Year

BE IT RESOLVED, that the Marion Town Board authorizes the following the Principal Account Clerk to make any necessary adjusting and budgetary journal entries to close the 2020 fiscal year;

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #12142020 Executive Order Number 202, declaring a State disaster emergency for the entire State of New York

This resolution was tabled on a motion from Councilman Lonneville and seconded by Councilwoman Smith. 

 WHEREAS, on March 7, 2020, Governor Andrew M. Cuomo issued Executive Order Number 202, declaring a State disaster emergency for the entire State of New York, and

  1. WHEREAS, on December 18, 2020 said declaration was extended to include: Subdivisions 7, 7-a and 8 of section 459-c of the Real Property Tax Law, and subdivisions 5, 5-a, 5-b, 5-c and 6 of section 467 of the Real Property Tax Law, which permits the governing body of an assessing unit to adopt a resolution directing the assessor to grant exemptions pursuant to such section on the 2021 assessment roll to all property owners who received that exemption on the 2020 assessment roll, thereby dispensing with the need for renewal applications from such persons, and further dispensing with the requirement for assessors to mail renewal applications to such persons, and

III.                           WHEREAS, the Town is desirous in adopting such resolution while also allowing the assessor to require a renewal application to be filed when he or she has reason to believe that an owner who qualified for the exemption on the 2020 assessment roll may have since changed his or her primary residence, added another owner to the deed, transferred the property to a new owner, or died, now, therefore, be it

  1. RESOLVED, that the Town Board is authorized to pass such resolution, and that the assessor is instructed to take any such necessary actions in the above-described directives.

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Caryn Devlin and the Principal Account Clerk.
