Marion Town Park
Monday, August 31, 2020
A Town Board meeting of the Town of Marion, Wayne County, NY was held on
Monday, August 31, 2020 at the Marion Town Park.
Supervisor Bender called the meeting to order at 6:30pm. This meeting was conducted using social distancing at the Marion Town Park due to the COVID-19 social distancing restrictions.

ABSENT:
OTHERS IN ATTENDANCE: Kathy Cauwels, Principal Account Clerk; Jeff Cragg, Marion Wastewater Treatment Plant Chief Operator; Noah Mattison, Denise Mattison.
Supervisor Bender asked for a roll call. Supervisor Bender asked everyone who could stand to please do so and recite the pledge of allegiance to the American flag. Supervisor Bender next welcomed everyone to the meeting.
Town Business:
The Town Board had a discussion regarding welcome packets. For many years, the Marion Town Board would provide new residents with a welcome to Marion packet. This has not been done as of lately. The Town Board will ask town Assessor, Dawn VanPatten to give a list of new sales in Marion to the Town Board. The Board will review the sales and decide which new sale need a Welcome Packet.
Supervisor Bender asked again when all CDBG work would be complete. This is due to the fact that the grant is coming to an end and all documentation needs to be submitted to the state by September 10, 2020.
Budget Discussions:
Supervisor Bender started the budget discussion by saying thank you, to most of the department heads for keeping their 2021 budget lower or flat from 2020.
Principal Account Clerk, Kathy Cauwels attended the meeting to help answer any budget questions the Board might have.
The Town Board reviewed the 2021 budgets for both the Marion Sewer Department and the Marion Library. Jeff Cragg attended the meeting and answered the many questions the Town Board had regarding budget requests for 2021. No one from the library was able to attend the meeting to discuss their portion of the budget. Library Director, Tracy Whitney did review her budget request with Supervisor Bender earlier in the day. A question was raised as to if the library is looking to replace their doors in 2020 or 2021.
Another discussion was held regarding sidewalks. Councilman Lonneville would like to have a new study done regarding replacing sidewalks within the hamlet. Councilwoman Fisher stated, she would not support this effect until a new lodge or improvement of the current lodge at the Marion Town Park were done. Supervisor Bender stated, she would like to see windows installed into the current lodge to allow natural light and help improve the buildings appeal.
Councilwoman Fisher stated that money needs to be placed in the 2021 budget to replace the fencing around the baseball/softball backstops.
Councilwoman Fisher asked that the Board discuss the need to build a new lodge at another Town Board Meeting in the near future.
Citizen Comments:
Boy Scout, Noah Mattison gave a presentation to the board. Mr. Mattison is planning on hosting a food drive within the Town of Marion to earn his Eagle Scout badge. More information regarding this project will be shared with the board when it becomes available.

The following resolution was adopted
WHEREAS, the Marion Town Board deemed it necessary to hire a Deputy Court Clerk; and
BE IT RESOLVED, that the Marion Town Board authorizes the creation of a Deputy Court Clerk as needed not to exceed 6 hours per week @ $15.00 per hour for the remainder of 2020; and
BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy to the Court Clerk and Principal Account Clerk.

On a motion from Councilman Lonneville and seconded by Councilman Bliek

The following resolution was adopted
WHEREAS, the Marion Town Board has received and audited the following claims; now
BE IT RESOLVED, that the Supervisor is hereby authorized to pay said claims upon receipt of the signed abstracts of audited claims from the Town Clerk.

With no further business, on a motion by Councilwoman Fisher and seconded by Councilman Lonneville, Supervisor Bender closed the meeting at 7:41pm.
