A Town board meeting of the Town of Marion, Wayne County, NY was held on

Monday, January 27, 2020 in the Marion Municipal Room.

Supervisor Bender called the meeting to order at 6:35pm.

OTHERS IN ATTENDANCE: Tim Boerman, Highway Superintendent; Jeff Cragg, Waste Water Treatment Facility; Caryn Devlin, Town Historian; Fred Walker, Marion Planning Board; Judy Casler; Chrissy Nelson; Julie Herman; Bruce Ameele; Norma Ameele; Jake DeLyser.

Supervisor Bender asked for a roll call and for everyone to stand for the Pledge of Allegiance.

Town Business: 

Town Park

The Marion Town Board had a lengthy discussion regarding the Marion Town Park.  The Board will formally increase the park pavilion rental fees for 2020 at their February 10, 2020 meeting.  Several suggestions were made regarding restrooms; to have in the indoor restrooms open during the day from Memorial Day to Labor Day.   Another suggestion was to have handicap accessible porta potties at the Town Park.  Another suggestion was to have Dog Clean Up Stations available for residents along with extra garbage cans near the Clean Up Stations.

Cemetery

Next, the Town Board discussed the Marion Cemetery.  The Marion Cemetery is run by the Marion Cemetery Association.  The representatives from the Marion Cemetery Association were in the attendance and discussed their current financial situation, how much it would cost to dig a grave, and all other fees associated with the burial of either a body or cremated remains.  A question was raised, could the Marion Highway Department dig the graves and if so, can the Town of Marion charge the Cemetery Association for the time it takes to do this work?  Supervisor Bender said even with the Highway Department being Union members they could still dig the graves under their Union Contract.

The Town Board next discussed the current lighting at the Marion Highway Department.  Highway Superintendent, Tim Boerman contacted RG & E to look at grant opportunities to change the Highway barn lighting fixtures into energy efficient lights.  This would be a significant savings over time.  Another discussion was had regarding new heaters at the Highway Department.  The Town Board would like Highway Superintendent, Tim Boerman to get bids for this project.

 

The Town of Marion received money back from the audit of RG & E payments.  RG& E made an error and refunded the Town of Marion.

 

Next, The Town Board discussed the surplus of out of date and/or broken equipment being stored in the basement of the Marion Town Hall.  The Town Board passed a resolution at a prior meeting to dispose of this surplus.  Town employee, Jeff Cragg, will take these items to E-Waste in Victor, NY.  There is one bar stool that the Town Board has decided to sell to Kathy Cauwels for the price of $5 (Five) dollars.

Councilman Lonneville stated that many people attended the Restore New York Grant presentation that took place on Monday, January 27, 2020 at 4pm.

Town Clerk, Heidi Levan, mentioned that the Marion Girl Scouts would like to hold a Cookie Drive- Thru Event in the municipal parking lot next to the Marion Elementary School.  The Town Board would like this done at the municipal parking lot next to the Marion Museum because traffic will only flow one direction.  The Town Board has asked that the Girl Scouts to submit liability insurance to the Town Board before this event.

The Town Board also held a discussion regarding proclamations for Marion High School athletes.  Councilwoman Fisher will discuss this further with Marion High School Athletic Director, Lori DeLyser for her thoughts and suggestions.  Councilwoman Fisher will get back to the Town Board at a later date with those recommendations.

Citizens Comments: 

Judy Casler from the Marion Events Committee spoke regarding events this group will be hosting in 2020.  A list is available at the Marion Town Hall.  Each event will be posted on the Marion Community Calendar, as well as on the Town’s website and Facebook page.

The following resolution was adopted

BE IT RESOLVED, that the Marion Town Board authorizes the appointment of April Brooks, 3789 Dean Road Ext, Marion, NY 14505 to a one-year term 1/27/2020-12/31/20; and

BE IT RESOLVED, that the Town Board directs the Clerk of the Board to give a copy of this resolution to Fred Walker, April Brooks and the Principal Account Clerk.

Resolution #1242020 Authorize Supervisor Jolene Bender to be Added to Lyons National Bank Credit Card

BE IT RESOLVED,  that the Marion Town Board authorizes Supervisor Jolene Bender to be added to Lyons National Bank Credit Card effective January 27, 2020.; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Lyons National Bank and the Principal Account Clerk.

Resolution # 1252020 Authorize Supervisor Jolene Bender to sign US Census Bureau Map

On a motion by Councilman Bliek and seconded by Councilman Lonneville

The following resolution was adopted

BE IT RESOLVED,  that the Marion Town Board authorizes Supervisor Jolene Bender to be sign the US Census Boundary Validation Map on  January 27, 2020.; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution # 1262020 Authorize Supervisor Jolene Bender to sign Contract with RG & E to convert lighting at the Marion Highway Barns.

The following resolution was adopted

BE IT RESOLVED,  that the Marion Town Board authorizes Supervisor Jolene Bender to sign a contract with Rochester Gas & Electric to convert energy efficient lighting at the Marion Highway Department; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to RG & E and the Principal Account Clerk.

With no further business, on a motion by Councilman Lonneville and seconded by Councilman Bliek, Supervisor Bender recessed the meeting at 8:43 pm.
