A Town board meeting of the Town of Marion, Wayne County, NY was held on

Monday, January 13, 2020 in the Marion Municipal Room.

 

Supervisor Bender called the meeting to order at 6:30pm.

ABSENT:

OTHERS IN ATTENDANCE: Tim Boerman, Highway Superintendent; Duane Smeatin, Code Enforcement Officer; Caryn Devlin, Town Historian; Duane McKaig; Asa McKaig.

Supervisor Bender asked for a roll call and asked everyone to stand for the Pledge of Allegiance.

Town Business: 

The Marion Town Board received an estimate to purchase a new bucket for the Highway Department.  This bucket would be used to dig grave sites in the Marion Cemetery.  Supervisor Bender would like to discuss this, and other matters related to the Marion Cemetery, at the next Town Board Workshop being held on Monday, January 27, 2020.  Supervisor Bender has asked Councilwoman Smith to ask Board of Directors of the Marion Cemetery Association to attend this meeting.

Citizens Comments: 

Town Historian, Caryn Devlin spoke regarding the Marion Historical Association Meeting that took place on January 12, 2020.  The Museum has received a provisional certificate.  In order to receive a full certificate certifying Jennie’s House as a museum, the inside of the building must be complete.  In addition to this, all work at the museum must be complete within 5 years.  Marion Historical Association Board of Directors are as follows:  Karen Hayden, Ron Lonneville, Joe & John Bovet, Jennifer Frey, John Lonneville, Theresa Kuhn, and Nancy Spinning. Caryn Devlin also mentioned that Nick Deming will be helping the Historical Association with their new website.

Committee Reports:

Supervisor Bender:  Town Clerk

Supervisor Bender stated that the Marion Town Clerk’s Office has been very busy collecting Town & County Taxes, Water & Sewer bills.

Councilman Bliek: Deputy Supervisor, Highway, Drainage, Water & Sewer

Councilman Bliek stated that the oil tank at the Marion Wastewater Treatment plant has been removed.  The soil has not been replaced because they are waiting for this to be tested for contaminates.

Councilman Bliek also mentioned that the Marion Drainage Committee will be meeting on Wednesday, January 22, 2020 at 2:30pm in the Marion Municipal Building.

Councilman Bliek shared with the Marion Town Board that due to the recent fire at the Sodus Highway Department, The Marion Highway Department loaned Sodus a salter/sander that was placed on a loaned truck from the Williamson Highway Department.  Sodus is very grateful for the loaned equipment.  The Marion Highway Department also offered to plow sections of the Sodus routes that connect to Marion roads.

Highway Superintendent, Timothy Boerman stated that the Highway Department has plowed 23 times this winter season.

Supervisor Bender asked if a stop sign should be placed on Eddy Ridge Road near the Christmas tree farm.  Mr. Boerman will look this matter with the Wayne County Highway Department.

Mr. Boerman also stated that the Marion Highway Building is in need of a new heating system and lights.  Supervisor Bender stated she would like to talk about this during the 2020 budget season.

Councilman Lonneville:   Historian, Zoning & Planning

Councilman Lonneville spoke next regarding an upcoming celebration.  This celebration will take place on Monday, January 27, 2020 at 4pm in front of the new restored store fronts on South Main Street. This project was completed with a grant titled:  Restore New York.  Everyone is encouraged to attend.

Councilman Lonneville stated the lift at Jennie’s House (Town Museum) is now complete and the security system should be installed soon.

Councilwoman Smith:  Public Safety, Judicial, Library, Cemetery

Councilwoman Smith mentioned that the Marion Library now offers automatic renewals on library loaned materials.  Library Director, Tracy Whitney, has signed a contract with Marlock Electric to install lights in the Marion Library parking lot.  Lights will also be installed under the stairs for additional reading areas.

Councilwoman Smith spoke next about the Marion Court.  The court heard 22 cases in December 2019.  Court Clerk, Eileen Stuerrys is still waiting to hear about a grant she applied for to replace the seating in the court room.  She hopes to hear something soon.  Supervisor Bender stated she would like to see the lighting replaced in the Town Court room as well.

Councilwoman Smith stated she will be unavailable to attend the January 27, 2020 Town Board Workshop meeting. She wanted to share with the Town Board that she is currently working on the following:  Travel Expense Policy and E-Waste Collection.  Councilwoman Smith is currently, writing up a travel expense policy on a recommendation from the New York State Comptrollers Office.  Councilwoman Smith is also looking into offering a Spring E-Waste collection.  There is $3,500 in the 2020 budget for this project.  A fee would be charged to residents for this service.

 Councilwoman Fisher: Parks, Recreation, Assessor

Councilwoman Fisher mentioned that she does not have an interested person to run the Spring Baseball program.  She is hoping to receive an application in the very near future.

Councilwoman Fisher also stated that new adult co-ed basketball program has started for the 2020 year, as well as an after-school basketball program for children in 2nd through 6th grades run by Breanna Capser.

Councilwoman Fisher stated that Tim Holahan has had a Boy Scout at the Town Park working on his Eagle Project.  One picnic table is now built and more will be built over the winter.

Councilwoman Fisher also stated that Town Assessor, Dawn VanPatten, has been very busy with updating Agricultural Exemptions.

BE IT RESOLVED, that the Marion Town Board authorizes Lyons National Bank as the official bank for the Town of Marion for January 1, 2020 through December 31, 2020; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #1172020 Authorize Hiring McKayla Gordon for the Summer Recreation Director Position

On a motion by Councilwoman Fisher and seconded by Councilwoman Smith

BE IT RESOLVED, that the Marion Town Board authorizes hiring McKayla Gordon for the Summer Recreation Director position for 2020, at remuneration of $14.35 per hour to be appropriated from account 73101.01.000.083; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to McKayla Gordon and the Principal Account Clerk.

Resolution #1182020 Authorize Jared DeLyser for the 2020 Soccer Coordinator Position

BE IT RESOLVED,  that the Marion Town Board authorizes hiring Jared DeLyser as a Part-Time Seasonal Employee, 2020 Soccer Coordinator  appropriated from  Account 73101.01.000.191 at remuneration of $1600.00/year from May 21 – August 11, 2020 (12 weeks) (Season: July 5 thru August 11); and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Jared DeLyser and the Principal Account Clerk.

Resolution #1192020 Authorize Jared DeLyser for the 2020 Night Park Supervisor for the 2020 Soccer Program

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Jared Delyser and the Principal Account Clerk.

Resolution #1202020 Accept Resignation of Timothy Boerman as Chairman of the Drainage Committee

WHEREAS, Timothy Boerman has submitted his resignation as Chairman of the Drainage Committee January 13, 2020; now

BE IT RESOLVED, that the Marion Town Board regretfully accepts the resignation of Timothy Boerman as the Chairman of the Drainage Committee; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Timothy Boerman and the Principal Account Clerk.

Resolution #1212020 Authorize 2020 Subsidiary Transfers to Balance Budget

 On a motion by Councilman Bliek and seconded by Councilman Lonneville
