A Town board meeting of the Town of Marion, Wayne County, NY was held on

Monday, January 06, 2020 in the Marion Municipal Room in order to hold an organizational meeting.

Supervisor Bender called the meeting to order at 6:30pm.

ABSENT:

OTHERS IN ATTENDANCE: Tim Boerman, Highway Superintendent; Jeff Cragg, Wastewater Treatment Operator; John Lonneville; Nicholas Lent.

Supervisor Bender took a roll call. Supervisor Bender took a moment to thank everyone for welcoming her back to the position as Town Supervisor.  Supervisor Bender is excited to get started.

Town Business: 

Supervisor Bender talked next regarding the 2020 meeting schedule.  Meetings will be held on the 2nd and 4th Monday of each month.  Supervisor Bender would like to keep the meetings to financial business on the 2nd Monday and have a workshop on the 4th Monday.  The 4th Monday will be an opportunity for Town Board members to come and discuss ideas and/or concerns they may have.  If other business needs to be conducted on the 4th Monday, this will be allowed.  More meetings will be scheduled during the budget process.

Supervisor Bender announced her pick for Deputy Town Supervisor is LaVerne Bliek.  Councilman Bliek accepted this position.  Supervisor Bender also changed committee liaisons for the Town Board.  New positions are posted below.

Citizens Comments:

Nicholas Lent spoke to the Town Board regarding the project he is heading up for his Senior High school project, “Hometown Heroes Banner Project”.  This project allows for community members to purchase a banner for display on utility poles within the Marion hamlet.  Each banner cost $200.  Currently, Mr. Lent has 6 banners that have been purchased.  The last day to sponsor a banner will be in April.

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the Town Clerk Annual Software Support Contract for 2020 with Williamson Law Book Company for an annual cost of $785.00 to be appropriated from account 14102.1.0.029; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk and Williamson Law Book Company.

Resolution #1022020 Authorize Supervisor to Sign Software License Agreement for Buildings & Codes Enforcement with Williamson Law Book and Annual Software Support Contract

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the Annual Software Support Contract for 2020 with Williamson Law Book as attached at an annual cost of $649.00 to be appropriated from account #80102.01.0.029; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk, Code Enforcement Officer and Williamson Law Book Company.

Resolution #7 Authorize Advertising for Park Inspector

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to advertise in the legal newspaper for the Town of Marion as follows:

The Town of Marion is accepting applications for the position of Park Inspector for the 2020 Park Rental Season.  Applications may be picked up at the Marion Town Clerk’s Office and returned by February 1, 2020.  Any questions may be directed to councilwoman Joan Fisher at (315) 573-3151.

Resolution #8 Authorize Permit Fee Schedule

On a motion by Councilwoman Fisher and seconded by Councilwoman Smith

The following resolution was tabled

WHEREAS, the Code Enforcement Officer of the Town of Marion has recommended a new fee schedule for the Town of Marion; now

BE IT RESOLVED, that the Marion Town Board accepts the recommendation and adopts the attached fee schedule effective January 6, 2020; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a passed copy of this resolution to the Code Enforcement Officer, Chief Operator WWTP and the Town Clerk.

Resolution #1052020 Authorize Supervisor to Sign Agreement with Labella Associates to Oversee the Removal of Gas a Tank @ WWTP

On a motion by Councilman Lonneville and seconded by Councilwoman Smith

The following resolution was adopted

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the agreement with Labella Associates to oversee the removal of a gas tank at the WWTP; and

WHEREAS, it has been discovered there is an underground gas tank and pump at the WWTP that needs to be removed; and

BE IT RESOLVED, tank removal to be expensed out of 81304.07.000.004 at a cost not to exceed $4700; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Labella Associates, Jeff Cragg and the Principal Account Clerk.

                                                                 

Resolution #1062020 – Designate Legal Newspaper for The Town of Marion For 2020

The following resolution was adopted

BE IT RESOLVED, that the Marion Town Board authorizes the Times as the legal newspaper for the Town of Marion for the fiscal year commencing January 1, 2020; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to all Town of Marion Department Heads and the Times.

 Resolution #1072020 Adopt 2020 Mileage Reimbursement Rate

On a motion by Councilwoman Fisher and seconded by Councilwoman Smith

The following resolution was adopted

WHEREAS, the Marion Town Board adopted a mileage reimbursement policy per resolution #030608; and

NOW BE IT RESOLVED, that the Marion Town Board sets the reimbursement rate @ $ .575 effective January 1, 2020, and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to all Town employees and Department Heads.

Resolution #1082020 Authorize Supervisor to Sign the Final Contract relating to the Regional Water Storage Tank Project

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to WCWSA and the Principal Account Clerk.

With no further business, on a motion by Councilwoman Smith and seconded by Councilwoman Fisher, Supervisor Bender recessed the meeting at 7:35 pm.
