A Special Town Board Meeting of the Town of Marion, Wayne County, NY was held on

Monday, July 15, 2019 in the Marion Municipal Room.

 

PRESENT:         Nick Deming, Supervisor

Joan Fisher, Councilwoman

Ronald Lonneville, Councilman

Debbie Smith, Councilwoman– arrived at 6:20pm

LaVern Bliek, Councilman

 

ABSENT:

OTHERS IN ATTENDANCE: Angela Patterson, Town of Zoning & Planning Board Clerk; Caryn Devlin, Town of Marion Historian.

Supervisor Deming called the meeting to order at 6:00pm and asked for a roll call.

Councilman Lonneville started the Pledge of Allegiance.

Town Business: 

A Public Hearing for the purpose of re-zoning property at 4017 and 4027 North Main Street was opened at 6:05pm after asking for public input three times with no one speaking up, the public hearing was closed at 6:06pm.

Councilman Lonneville wanted to thank the Marion Cemetery Association for their hard work on the donation letter that was sent.  The letter looks great and was published in the Alumni newsletter.

Councilman Bliek mentioned that Jeff East is moving to Florida.  Jeff is currently on the Cemetery Association committee and donates his time to dig graves at the cemetery when needed.   A question was raised as to who would be digging the graves moving forward.  Councilman Bliek mentioned that the Marion Cemetery Association might be able to work something out with the Marion Highway Department. Another question was raised that since Mr. East is moving and will no longer be on the Marion Cemetery Association committee, can a Marion Town Board member be on that committee?  Councilwoman Smith will look into the legal aspects of this question.

Councilwoman Fisher spoke regarding a townwide newsletter she is working on to be mailed to Marion residents in August.  The Town Clerk was asked to write something for this newsletter.

Resolutions:

  1. Authorize Subsidiary Transfer
  2. Authorize Steve Taber, Deputy Highway Superintendent to Accept Jake & Sons Sealcoating Estimate to Sealcoat the WWTP, Library, Museum, Municipal Lot Next to School and Park Lots
  3. Authorize Re-zoning of Property Located at 4017 North Main Street – Steve Schutt

Resolution #71219 Subsidiary Transfer

On a motion by Councilman Lonneville and seconded by Councilwoman Fisher

The following resolution was adopted

BE IT RESOLVED, that the Marion Town Board authorizes the following transfers:

$150 from contingency 19904.01.000.000 to 56504.01.000.216-sealing museum off street parking

$100 from contingency 19904.01.000.000 to 56504.01.000.217-sealing school off street parking

$260 from contingency 19904.01.000.000 to 71104.01.000.195- sealing town park

BE IT FURTHER RESOLVED directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #71319 Award Proposal

On a motion by Councilman Bliek and seconded by Councilwoman Fisher

The following resolution was adopted

WHEREAS, Steve Taber, Deputy Highway Superintendent obtained proposals to apply asphalt sealer to the WWTP, Town Park, Municipal Parking Lot next to Museum, Municipal Parking Lot next to School and the Library; and

BE IT RESOLVED, that the Marion Town Board awards the application of the driveway sealing to Jake & Sons Sealcoating, not to exceed the following:

1 – WWTP not to exceed $2300 to be paid out of account #81304.07.000.195 – NO Hot Crack Filler – Jeff Crag is applying any crack filler

2 – Library not to exceed $576.00 to be paid out of account #74104.05.000.195 – Including Hot Crack Filler

3 – Municipal Parking Lot next to Museum not to exceed $900 to be paid out of 56504.01.000.216 – Including Hot Crack Filler

4 – Municipal Parking Lot next to School not to exceed $1300 to be paid out of 56504.01.000.217 – Including Hot Crack Filler

5 – Town Park not to exceed $2460 to be paid out of 71104.01.000.195 – Including Hot Crack Filler

BE IT FURTHER RESOLVED directs the Clerk of the Board to give a copy of this resolution to Steve Taber and the Principal Account Clerk.

RESOLUTION #71419 AUTHORIZE Re-Zoning of Property located at 4017 North Main Street – Steve Schutt

On a motion by Councilman Bliek and seconded by Councilwoman Fisher

The following resolution was adopted

BE IT RESOLVED, that the Town of Marion Zoning Board has unanimously recommended to approve the request for re-zoning per their letter to the Town Board dated May 20, 2019 from I-1 to M-R district;

BE IT RESOLVED, that the Marion Town Board approves, re-zoning the property at 4017 and 4027 North Main Street, Marion, NY 14505, I-1 to M-R in order to build a two-family apartment on this location; contingent upon recommendation of the Town of Marion Planning Board;

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Angela Patterson.

With no further business, on a motion by Councilman Lonneville and seconded by Councilwoman Smith, Supervisor Deming closed the meeting at 6:22pm.
