A Town Board meeting of the Town of Marion, Wayne County, NY was held on

Monday, February 25, 2019 in the Marion Municipal Room.

 

Supervisor Deming called the meeting to order at 6:30pm.

 

PRESENT:         Joan Fisher, Councilwoman

Debbie Smith, Councilwoman

Ronald Lonneville, Councilman

Vern Bliek, Councilman

Nick Deming, Supervisor

 

ABSENT:

 

OTHERS IN ATTENDANCE: Caryn Devlin, Town Historian; James Sinner, Williamson Record & Sun.

Supervisor Deming called the meeting to order at 6:30pm and asked for a roll call.

Councilwoman Fisher started the Pledge of Allegiance.

 

Town Business:

Councilwoman Fisher has asked that the Recreation Director position be posted in the official Town of Marion paper.  A discussion was made as to if this position would be a Recreation Director or Recreation Assistant.  The decision was made for a Recreation Director.  A resolution was passed at the February 11, 2019 Town Board meeting, to post for this position.  The Town Clerk will contact the paper this week to have this advertised.

Councilman Lonneville mentioned that Code Enforcement Officer, Duane Smeatin is attending a Wayne County Derelict Properties Strategy planning meeting to discuss properties in Wayne County.

Supervisor Comments:

Supervisor Deming has been working with Councilman Fisher regarding the hiring of a new Town Assessor.

Supervisor Deming will be speaking to Brian Pincelli from Wayne County Industrial Development Agency regarding installing Solar farms on Town of Marion property.

BE IT RESOLVED, that the Marion Town Board authorizes hiring Dawn Van Patten, as PT Assessor for the Town of Marion effective March 4, 2019 to September 30, 2019 @ $11.50 per parcel per calendar year to be prorated for 2019 to be paid bi-weekly from account 13551.01.000.030; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Dawn Van Patten, NYS Real Property Tax and the Principal Account Clerk.

 

Resolution #2162019 Re-Appoint Jared DeLyser Night Park Supervisor for 2019 Summer Soccer Program

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Jared DeLyser, and the Principal Account Clerk.

 

Resolution #2172019 Re-Appoint Jared DeLyser As 2019 Soccer Coordinator

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Jared DeLyser, the Highway Superintendent, and the Principal Account Clerk.

 

Resolution #2182019 Authorize Hiring Leah Leno as Night Park Supervisor for 2019 Baseball Program

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Leah Leno, and the Principal Account Clerk.

 

 

Resolution # Amend Town of Marion Employee Handbook

 

This Resolution was Tabled –  No decisions were made

 

BE IT RESOLVED, that the Marion Town Board amends Section 801 Holiday, 802 Vacation Leave, 803 Sick Leave and 503 Emergency Situations to reflect inclusion of part-time employees and a change of closed holidays for the Town offices; and

 

BE IT RESOLVED, that new pages have been printed and will be made available to all Town employees; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk and all Town employees.

 

Resolution #2202019  – Received Final Draft from Town of Marion Comprehensive Plan Team

Whereas the Marion Town Board has received the final draft of the proposed Town of Marion Comprehensive Plan from the Town of Marion Comprehensive Plan Team.

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the clerk of the Comprehensive Plan Team and the Principal Account Clerk.

 

 

Resolution # 2212019 – Advertise for Special Board Meeting

 

On a motion by Councilman Lonneville and seconded by Councilwoman Smith

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to advertise in the legal newspaper for the Town of Marion as follows:

 

The Marion Town Board will be holding a special Town Board meeting on Tuesday, March 5th at 4pm in the Marion Municipal building to discuss Town of Marion Employee Handbook.

 

Resolution #2222019 Authorize Supervisor to Close the Festival Account at Lyons National Bank

 

On a motion by Councilman Lonneville and seconded by Councilman Bliek

 

ADOPTED:       Ayes:  5

Nays:  0

 

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to close the Festival Account at Lyons National Bank; and

 

BE IT RESOLVED, that the balance in the account $1460.16 be transferred to Marion Events Organization; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk and Marion Events Organization treasure, Debbie Smith.

 

 

Resolution #2232019 Audit of 2019 Town Books

 

On a motion by Councilman Lonneville and seconded by Councilwoman Smith

 

ADOPTED:       Ayes:  5

Nays:  0

 

BE IT RESOLVED, that the Marion Town Board did duly audit the cash books of the following departments of the Town of Marion on February 25, 2019:

 

Town Clerk, Tax Collector, Code Enforcement Officer, Water/Sewer Receiving Clerk.

 

Resolution #2242019 Executive Session

 

On a motion by Councilman Bliek and seconded by Councilwoman Smith

 

ADOPTED:       Ayes:  5

Nays:  0

 

BE IT RESOLVED, that the Marion Town Board needs to go into Executive Session for the purpose of Union Negotiations.

 

With no further business, on a motion by Councilman Lonneville and seconded by Councilwoman Fisher, Supervisor Deming closed the meeting at 8:12 pm.
