A Town Board meeting of the Town of Marion, Wayne County, NY was held on

Monday, January 28, 2019 in the Marion Municipal Room.

 

Supervisor Deming called the meeting to order at 6:30pm.

 

PRESENT:         Joan Fisher, Councilwoman

Ronald Lonneville, Councilman

Vern Bliek, Councilman

Nick Deming, Supervisor

 

ABSENT:          Debbie Smith, Councilwoman

 

 

OTHERS IN ATTENDANCE: Caryn Devlin, Town Historian; Tom Salviski; Brad Person; Perry Howland, Williamson Record & Sun; Casey Carpenter, Times of Wayne County.

Supervisor Deming called the meeting to order at 6:30pm and asked for a roll call.

Councilman Bliek started the Pledge of Allegiance.

 

Town Business:

Councilman Lonneville started the meeting by introducing Brad Person.  Mr. Person recently purchased the Seneca Foods Can Plant located on Mill Street in Marion.  Mr. Person stated he hoped to have the facility cleaned out by March 1, 2019 after he will be storing golf carts as well as renting out some of buildings to other managed warehouse businesses.  The new name of this purchase is called Spacemaker Marion. The Marion Town Board welcomed Mr. Person’s to the Marion Business community.

Next, Councilman Lonneville introduced Tom Salviski.  Mr. Salviski owns the store front buildings on South Main Street.  Mr. Salviski recently accepted a bid to restore the store fronts on this section of buildings in Marion.  The work is being done through a ‘Restore New York’ grant with New York State.

Councilman Lonneville wanted to thank Duane Smeatin, Austin Smeatin and Jeff Cragg for working at Jennie’s House and helping to remove snow around town.

Councilwoman Fisher spoke regarding the Marion Recreation program.  Councilwoman Fisher is currently working on job descriptions for the Basketball & Baseball coordinator positions along with a job description for Night Park Supervisor.  Councilwoman Fisher would like to advertise for a Baseball/Night Park Supervisor position.  The same person would be both coordinator of Baseball and Night Park Supervisor.  A question was raised regarding discounts on registrations.  There will not be an income-based discount for registrations for the 2019 Recreational programs.  However, there will be a discount for families who have more than 3 children enrolled in the same program.  Councilwoman Fisher has also made a request that all Recreation programs be inclusive to everyone.

Next, Councilwoman spoke regarding the Town Park concession stand.  The Town of Marion will be purchasing a slushy machine to be used at the concession stand.  Councilwoman Fisher is going to ask local businesses if they would be interested in operating the concession stand for the 2019 recreation baseball and soccer seasons.

Lastly, Councilwoman Fisher mentioned that she is busy working on a job description for the Town Assessor position.  The Town Board would like to see the next Assessor available for evening hours and occasional weekend hours.

Supervisor Comments:

Supervisor Deming mentioned that he received the resignation of Town Assessor Tina McQuillen.  He was very disappointed that Ms. McQuillen resigned from her position.  Ms. McQuillen’s last name of work will be February 5, 2019.  She is willing to stay on for a reasonable length of time past February 5th if the board needs additional time to find a replacement.

Supervisor Deming spoke about a letter he had received from the New York State Department of Health regarding samples of water.  This will be handled by the Wayne County Water & Sewer Authority.

Supervisor Deming also received a letter from MRB regarding the water main replacement project on Mill Street in Marion.  Councilman Lonneville would like to see a current set of construction plans for this project.  Supervisor Deming will contact MRB to have a set of plans sent to the Town of Marion for review.

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the insurance contract with Eastern Shore Insurance Regarding NYMIR Excess Higher Limits: $2,000,000 / $4,000,000; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

 

Resolution #1172019 Authorize Supervisor to Sign Insurance Contract with Eastern Shore Insurance for 2019 Annual Liability/Auto Coverage for the Town of Marion

 

On a motion by Councilman Lonneville and seconded by Councilman Bliek

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the insurance contract with Eastern Shore Insurance for 2019 Annual Liability/Auto Coverage for the Town of Marion; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

 

Resolution #1182019 Authorize Advertising for Baseball Supervisor/Night Park Supervisor

 

On a motion by Councilwoman Fisher and seconded by Councilman Lonneville

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to advertise in the legal newspaper for the Town of Marion as follows:

 

The Town of Marion is accepting applications for the position of Baseball Supervisor for the 2019 Baseball Season.  Applications may be picked up at the Marion Town Clerk’s Office and returned by February 15, 2019.  Any questions may be directed to Councilperson Joan Fisher at (315) 573-3151.

 

Resolution #1192019 Accept Resignation of Tina McQuillen as Town Assessor

 

On a motion by Councilman Lonneville and seconded by Councilwoman Fisher

 

ADOPTED:       Ayes:  4

Nays:  0

 

WHEREAS, Tina McQuillen has submitted her resignation as Town Assessor 2/5/19; now

 

BE IT RESOLVED, that the Marion Town Board regretfully accepts the resignation of Tina McQuillen as Town Assessor 2/5/19; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Tina McQuillen, and the Principal Account Clerk.

 

 

Resolution #1202019 Authorize Clerk to Advertise For Position of Town Assessor

 

On a motion by Councilman Bliek and seconded by Councilman Lonneville

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to advertise in the legal newspaper for the Town of Marion as follows:

With no further business, on a motion by Councilman Lonneville and seconded by Councilman Bliek, Supervisor Deming closed the meeting at 7:26 pm.
