TOWN BOARD Meeting Notes

A Town board meeting of the Town of Marion, Wayne County, NY was held on Monday, November 26, 2018 in the Marion Municipal Room.


Supervisor Deming called the meeting to order at 6:30pm.


PRESENT:    Debbie Smith, Councilwoman

Joan Fisher, Councilwoman

Ronald Lonneville, Councilman

Vern Bliek, Councilman

Nick Deming, Supervisor




OTHERS IN ATTENDANCE: Jeff Cragg, Marion Waste Water Treatment Plant; Caryn Devlin, Marion Town Historian, Kerry Sargent.

Supervisor Deming called the meeting to order at 6:30pm and asked for a roll call.

Councilman Bliek started the Pledge of Allegiance.


Town Business:

Councilman Lonneville talked about small business Saturday that took place on November 24th.  Downtown Marion was very busy.  The new businesses drew a lot of people.  It was great to see so many people shopping in town.  Councilman Lonneville wanted to know if anyone has pictures of the old hardware store in town?

Councilman Lonneville also mentioned the wonderful picture of Supervisor Deming with the Marion girls soccer team in the Williamson Record & Sun and the Times of Wayne County.

Councilman Fisher spoke about a proclamation for Chloe DeLyser.  The Proclamation will take place on Friday, December 28th at 5pm before the regular scheduled board meeting.

Supervisor Comments:

Supervisor Deming talked about snow removal for the Town of Marion sidewalks.  Supervisor Deming mentioned that he will run the town snowblower during heavy storms, so a path will be cleared from the Municipal parking to the Town Hall.  The Snowblower will be kept in the vestibule in the Court building.

Supervisor Deming also talked about Holiday pay for part time employees.  He would like to see part time employees receive holiday pay for hours they are regularly scheduled.    As for holidays, Supervisor Deming would like to look at changing the Town Holidays to reflect Federal Holidays and/or offer floating holidays to employees.

Supervisor Deming also talked about closing procedures.  If the roads become closed due to inclement weather, the Town Hall will be closed.  If this happens, a message will be posted to the Town of Marion Facebook page.  Supervisor Deming will change the message on the telephone answering machine.  Town Clerk, Heidi Levan will contact the local televisions as well.

CDBG Funds for ADA Complaint Improvements






At the meeting of the Marion Town Board held on  November 26   , 2018, Councilman _______________________________ moved adoption of the following resolution; Councilman _______________________________ seconded the motion and was passed.




  • In accordance with the New York State Environmental Quality Review regulations (SEQR), the Town Board of the Town of Marion announced its intent to serve as Lead Agency on December 1, 2018, to conduct an environmental review of improvements to the Town of Marion Buildings located at 3823 North Main Street and 3794 South Main Street, Marion. The project will address the need to make the Town Buildings ADA Compliant.


  • The Town Board has determined that the proposed action is a Type II action as defined under SEQR, as portions of the project are located in a Wayne County Agricultural District.


  • The Town Board, in its capacity of Lead Agency, has caused to be prepared an environmental assessment of the significance of and potential environmental impact of the action described above.



  • The Town Board has considered the Environmental Record prepared for this action, including any comments received from the Involved Agencies, and the proposed Negative Declaration.




The Town Board of the Town of Marion declares that it will serve as Lead Agency for the improvements proposed to the existing Town of Marion building; and,


The Town Board declares that, based on the Environmental Record which has been prepared, the project will not result in any large and important impacts, and therefore, will not have a significant adverse impact on the environment.  A Negative Declaration under SEQR is therefore issued for this project, and the Town Supervisor is hereby authorized and directed to prepare and issue, on behalf of the Town, the form entitled “Negative Declaration Notice of Determination of Non-Significance.”

Councilman Fisher made a motion to go into Executive session to discuss personal issues.  Councilman Smith seconded the motion and the meeting went into Executive Session at 6:47pm.


With no further business, on a motion by Councilman Lonneville and seconded by Councilwoman Smith, Supervisor Deming recessed the meeting at 7:37 pm.
