A Town board meeting of the Town of Marion, Wayne County, NY was held on Monday, October 22, 2018 in the Marion Municipal Room.

 

Supervisor Deming called the meeting to order at 6:30pm.

OTHERS IN ATTENDANCE: Duane Smeatin, Marion Code Enforcement Officer; Jeff Cragg, Marion Waste Water Treatment Plant; Tim Boerman, Highway Superintendent; Marty Aman, Director of the Wayne County Water Sewer Authority; Art Williams, Town Attorney; Caryn Devlin, Marion Town Historian; Perry Howland, Sun & Record; Residents: Deirdre Hickey, Kerry Sargent.

Supervisor Deming called the meeting to order at 6:30pm and asked for a roll call.

Councilwoman Fisher started the Pledge of Allegiance.

 

Town Business:

Supervisor Deming opened the Public Hearing regarding the 2019 Budget.  He asked anyone in attendance if they would like to express a concern or make a comment regarding the budget.  No one made any comments.  Supervisor Deming asked twice for comments with no comments made, the public hearing was closed at 6:32pm. 

Next, Supervisor Deming asked Marty Aman, Director of the Wayne County Water Sewer Authority to speak regarding the Inter-Municipal Agreement for the Regional Waste Water Treatment Plant.  A question was asked regarding the current Marion Waste Water Treatment facility and grounds.  Who will own this property once the new Regional Plant is up and operational.  The answer was – The Town of Marion.  The Wayne County Water Sewer Authority will need to purchase a small piece of land on the Marion WWTP to build a pump station.  This will be an upgraded pump station will be for the Marion residents.  The current building and land will still be owned by the Town of Marion.  Another question was asked regarding prices for the residents.  Currently, prices are still up in the air and will be determined at a later date.

Attorney Art Williams also spoke up to say he has reviewed this Inter-Municipal Agreement and feels it’s ready to be signed.  He also mentioned that further down the road, there will be more Agreements that need to be signed.  This is the first step of many.  Mr. Williams wanted to thank the Marion Town Board for their patience on this project.

Resolution #10102018 Adopt 2019 Budget

On a motion by Councilman Bliek and seconded by Councilman Lonneville

WHEREAS, the Marion Town Board has received the 2019 Tentative Budget for the Town of Marion; and

WHEREAS, the Marion Town Board prepared the 2019 Preliminary Budget for the Town of Marion; and

WHEREAS, a Public Hearing on the 2019 Budget was held on October 22, 2018; now

BE IT RESOLVED, that the Marion Town Board adopts the 2019 budget as attached; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

 

Resolution #10112018  Authorize Supervisor to sign Inter-Municipal Agreement Regional Sewer Plant

 

On a motion by Councilwoman Fisher and seconded by Councilman Lonneville

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the attached Inter-Municipal Agreement for a Regional Sewer Plant; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Waste Water Treatment Plant Operator, WCWSA  and Principal Account Clerk.

 

Resolution #10122018 Authorize Contract with Wayne County Public Works – Snow & Ice

 

On a motion by Councilman Lonneville and seconded by Councilwoman Smith

 

ADOPTED:       Ayes:  5

Nays: 0

 

 

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the attached contract with Wayne County Public Works – Snow & Ice; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the County of Wayne, Marion Highway Superintendent, and the Account/Audit Clerk.

 

Resolution #10132018 Authorize Supervisor to sign Southeast Water District Final Budget Report and Draw Request.

 

On a motion by Councilman Lonneville and seconded by Councilman Bliek

 

ADOPTED:       Ayes:  5

Nays: 0

 

 

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the Southeast Water District Final Budget Report and Draw Request; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Dave Doyle, MRB and Principal Account Clerk.

RESOLUTION #10142018 Authorize Subsidiary Transfer

 

On a motion by Councilman Bliek and seconded by Councilwoman Lonneville

 

ADOPTED:       Ayes:  5

Nays: 0

 

 

BE IT RESOLVED, that the Marion Town Board approves the Transfer of the following:

 

From: Comprehensive Plan Consultant

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

 

 

Councilwoman Fisher called for the meeting to go into executive session.  This was done with a motion by Councilwoman Fisher and seconded by Councilwoman Smith at 7:15pm

The Meeting was called back into order at 7:25pm

Councilwoman Smith discussed the Financial Management Policy and would like to see this amended to reflect the current Town Bank.  She asked to have this amended at the next Town Board Meeting on Tuesday, November 13th.

With no further business, on a motion by Councilman Lonneville and seconded by Councilwoman Smith, Supervisor Deming recessed the meeting at 7:51 pm.
