A workshop of the Town Board of the Town of Marion, Wayne County, NY was held on Monday, April 2, 2018 in the Marion Municipal Room.

Supervisor Deming called the meeting to order at 6:30pm.

Supervisor Deming asked for a Roll call.

Supervisor Deming asked Jean Maynard to speak on behalf of the Boy Scouts.  The Boy Scouts would like to have one overnight in the Marion Town Park the weekend of April 6 & 7th, 2018.  This is to allow a few Boy Scouts to achieve one of their badges.  The Boy Scouts have their own insurance and will provide the town with a copy.  The Boys will be supervised by their adult leader.   The Town board members agreed to this arrangement.

Supervisor Deming then asked Ashley Chapin and Dean Davis to speak about the Instrumental Music program they are interested in the Town helping with.  Mr. Davis explained that the Marion School District had removed funding that allowed students to receive summer instrumental music (band) lessons.  Mr. Davis & Ms. Chapin would like to hold summer lesson in the Marion Elementary School.  This would require the Town of Marion to offer this as a Summer Recreation program, on average 30 students have attended this program in the past.  Supervisor Deming will contact the insurance company who the Town of Marion contracts with to get a price on what this would cost the town.  Supervisor Deming will get back to Ms. Chapin after talking to the Insurance Agency.

Next Supervisor Deming spoke about the Mill Street project.  A letter was sent to all residents on Mill Street and Newark Road.  A public informational meeting will be held on Monday, April 16th at 6:30 in the Marion municipal building.  Supervisor Deming also mentioned a phase II for this project.  He received a letter from MRB regarding engineer cost.  Supervisor Deming will look into the cost of this contract and if there is money in the budget to support this effort.

Next order of discussion among the board members was – “Long Term Projects”.  Each month the Town Board members will discuss and give updates on Long Term Projects they are working on.

  • Councilwoman Fisher (via an internet connection in Florida) talked about $50,000 in the Town Park Reserve Funds. A discussion followed regarding updating a current lodge or to design and build a new one. The Town Board decided to meet at 6pm at the Marion Town Park on May 7th to look at the park as a group.  They will then return to the Marion Municipal building at appox. 6:45pm to continue their Workshop meeting.
  • Waste Water Treatment Plant. No decisions have been made to either build a new plant or to go have a joint plant with Macedon and Palmyra.
  • Jennie’s House. Councilman Lonneville will provide the board with a monthly expense report showing a year to date spreadsheet of all expenses.
  • Town Clean up – The Town Board will looking into a county wide electronic pick up.  Supervisor Deming will look into this and report back to the board
  • Marion Cemetery – The Marion Cemetery Association is projected to be short $10,000 this year for cemetery maintenance/repair. Supervisor Deming to talk to the Town Attorney about the possibility of the Town taking over the cemetery.

Supervisor Deming next spoke about a grant that was submitted and approved by Senator Nozzolio.  Senator Nozzolio retired and Senator Helming (who won his position) was unable to locate the original grant.  She has advised The Town of Marion to resubmit the original grant.

 

Councilman Lonneville talked about a Solar Ordinance.  He asked the board to review the ordinance.  He would also like the Town Attorney, Art Williams to review it as well.  After all reviews are complete, it will come back to the Town Board as a resolution to pass into law.

 

Next the Resolution were discussed and voted on.  Councilwoman Fisher was unable to vote because she was not in attendance.

Resolution #4012018 Authorize Advertising for Summer Recreation Program Director

The following resolution was adopted

 

BE IT RESOLVED, that the Marion Town Board authorizes the clerk of the board to advertise for the Summer Recreation Program Director; and

 

BE IT RESOLVED, that applications can be picked up from the Marion Town Clerk office and need to be returned no later than May 1, 2018 

Resolution #4022018 Authorize Deputy Town Clerk to Attend 2018 Town Clerk Association Conference April 22-25

The following resolution was adopted

WHEREAS, the NYS Town Clerk Association Conference will be held in Albany, New York on April 22th, 23th, 24th, and 25th 2018; and

BE IT RESOLVED, that the Marion Town Board authorizes Kristina Braell, Deputy Town Clerk, to attend above mentioned Town Clerks Association Training; and

BE IT FURTHER RESOLVED, that the expenses incurred for registration, travel, lodging and meals will be paid by the Town of Marion and be appropriated from Account 14104.01.000.016 at a cost not to exceed $900; and

BE IT FURTHER RESOLVED, that the Town Board directs the Clerk of the Board to give a copy of this resolution to Heidi Levan, Town Clerk; Kristina Braell, Deputy Town Clerk and the Principal Account Clerk.

Resolution #4032018 Authorize Change in Account# for the following Claims

Resolution #4042018 Authorize Town Clerk To Issue A License to Provide and Operate Concessions for the Sale of Food and Soft Drinks at the Marion Town Park to Jordan Poluch/Slices

Resolution #4062018 Transfer Funds from Contingent Account to Comprehensive  Plan Secretary Expense Account

WHEREAS, the Town Board is requesting an additional $3700.00 be appropriated to Comprehensive Board Secretary expense to cover time to complete the data collection, 10 hours per week from March to Sept., 4 hours per week from Oct. to Dec.,  and organize the final draft of the Town of Marion Comprehensive Plan in conjunction with Amy D’Angelo, Consultant; and

BE IT RESOLVED, that the Marion Town Board authorizes the transfer of $3700.00 from contingency account #19904.1.0.000 and put into account 80301.01.0.101 Secretary/Comprehensive Board,

AND BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Angela Patterson and the Principal Account Clerk.

Resolution #4072018 Authorize Transfer Funds from Contingent Account to Equipment for the Purchase of a Snow thrower

BE IT RESOLVED, that the Marion Town Board approves the transfer of $646.00 be moved from 19904.01.0.000 to 12202.01.0.210 to cover the cost of purchasing a snowthrower to be used around the Town of Marion for snow removal,  cost not to exceed $646.00; and

AND BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #8 Authorize Transfer Funds from Contingent Account to Auditor

This resolution was tabled to be discussed at the April 9th meeting.  A question was brought up regarding if this was the correct amount for an audit.  Supervisor Deming to speak with Principal Account Clerk regarding this resolution.

BE IT RESOLVED, that the Marion Town Board approves the transfer of $4500.00 be moved from 19904.01.0.000 to 0104.01.0.190 to cover the cost of an audit for the year 2017, cost not to exceed $4500.00; and

AND BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #4082018 Authorize Supervisor to Install Test Phone System

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to have Verizon Wireless to install a test phone system at a cost not to exceed $250.00; and

AND BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Supervisor and the Principal Account Clerk.

Resolution #4092018 Payment of Claims

On a motion by Councilman Lonneville and seconded by Councilman Bliek

WHEREAS, the Marion Town Board has received and audited the following claims; now

BE IT RESOLVED, that the Supervisor is hereby authorized to pay said claims upon receipt of the signed abstracts of audited claims from the Town Clerk.
