TOWN BOARD ORGANIZATIONAL MEETING
Marion Municipal Room
January 9, 2017


A regular meeting of the Town Board of the Town of Marion, Wayne County, NY was held on Monday, January 9, 2017 in the Marion Municipal Room.

Supervisor Deyo called the meeting to order at 7:00pm. She welcomed the students and encouraged them to ask questions.

ABSENT:

OTHERS IN ATTENDANCE: Perry Howland, Sun & Record; Becky Block, Times of Wayne County; Tim Boerman, Highway Superintendent and six par-gov students.

Supervisor Deyo asked Councilman Mike Fonte to lead us in the Pledge of Allegiance.

TOWN BUSINESS:

Councilman Lonneville thanked Duane Smeatin, Code Enforcement Officer, for painting and putting up the house numbers on Jennie’s House.
Councilman Lonneville asked what our back up is for snow shoveling in front of the Town Hall in the event of Jeff and Virginia’s absence. Tim Boerman and his crew will take care of it.

Councilman Bliek thanked everyone for the fruit basket he received after his recent hospital stay.

CITIZEN’S COMMENTS: Tim Boerman, Highway Superintendent, told Monica Deyo, Supervisor, that it was nice to see her at Pam Helming’s swearing-in in Ontario County. Supervisor Deyo stated she was pleased with the Wayne County representation. Tim Boerman said he and three other Highway Superintendents went to Albany for her swearing in there.

COMMITTEE REPORTS:

Monica Deyo: Water, Sewer, Town Clerk: Supervisor Deyo stated she has received paperwork from LaBella to start the process of applying for funding for WWTP. The Town Clerk reported 2017 taxes are out and her office has begun collection.

Mike Fonte: Public Safety, Judicial, Library: Nothing to report on Library or Judicial. Councilman Fonte stated he will be getting in touch with Brandon Martin, owner of restaurant, regarding repairing the sidewalk. Councilman Lonneville asked Councilman Fonte how he was doing collecting information on the point system. Councilman Fonte stated he will work on that.

Nathan Kauffman: Parks, Recreation, Assessor: Councilman Kauffman stated we need to advertise for park/recreation positions for the 2017 season. He also stated he will be meeting with Tina McQuillan, Town Assessor, to go over information he has gathered from other Towns regarding exemptions. Councilman Lonneville stated Brianna Raes will be holding a basketball camp for grades 3 – 6 beginning March 9 – April 6.
Councilman Kauffman stated is he also checking with school regarding the weight lifting to see if they can cover the insurance.

Ron Lonneville: Historian, Zoning, Planning: Councilman Lonneville stated Caryn Devlin, Town Historian, is doing an inventory and cataloging
Supervisor Deyo stated the Town has secured $50,000 from Senator Nozzolio which will be used for repairs to Jennie’s House. Councilman Lonneville is going out for quotes for the furnace/air conditioning, electrical, insulation and surveillance system. Regarding Zoning and Planning, Councilman Lonneville stated he is working to find new businesses to come into Marion. He will be meeting with Economic Development later this week. There will be a Comprehensive Plan meeting January 30 at 7:00pm in the Library. Supervisor Deyo stated we are still looking for two (2) Zoning Board alternate members and one person for the Board of Assessment Review.

LaVerne Bliek: Highway, Drainage: Councilman Bliek stated there is nothing new on Drainage. Councilman Lonneville spoke with Ralph Morgan who stated Drainage Committee has not met. Councilman Lonneville stated the Committee should have a meeting to update members. He stated they should also develop 1, 5 and 10 year plans for the district.
Tim Boerman, Highway Superintendent, stated his crew plowed 23 times, they cleaned the trucks and shop, did sign inspections, mixed sand and salt and took Christmas decorations down.

AUTHORIZE APPOINTMENT OF ANDREA VANDERGRIFT AS MEMBER OF ZONING BOARD OF APPEALS

WHEREAS, Andrea Vandergrift was appointed as Alternate to the Zoning Board of Appeals in October, 2015; now

BE IT RESOLVED, that the Marion Town Board appoints Andrea Vandergrift, 4328 Witherden Road, Marion, NY as Member of the Zoning Board of Appeals effective immediately and expiring December 31, 2020; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Andrea Vandergrift, Chairman Zoning Board of Appeals, and the Account/Audit Clerk.

AMEND 2016 BUDGET
On a motion by Councilman Lonneville and seconded by Councilman Fonte, the following resolution was

WHEREAS, the 2016 adult basketball program has requested a budget amendment from 2016 to 2017 for surplus funds in the amount of $175.00; now

BE IT RESOLVED, the Marion Town Board amends the 2017 budget and increases 73102.1.0.086 (adult basketball) in the amount of $175.00 to be appropriated from unappropriated fund balance; and

BE IT RESOLVED, the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Adam Casper and the Account/Audit Clerk.

AUTHORIZE BARBARA JOHNSTON OF LABELLA ASSOCIATES TO ACT AS THE TOWN’S AUTHORIZED REPRESENTATIVE TO USDA

On a motion by Councilman Lonneville and seconded by Councilman Bliek, the following resolution was
ADOPTED: Ayes: 5 Bliek, Fonte, Kauffman, Lonneville, Deyo
Nays: 0
BE IT RESOLVED, that the Marion Town Board authorizes Barbara Johnston of LaBella Associates to act as the Town’s Authorized Representative through RD Apply for funding applications and project administration through the USDA Rural Development Rural Utilities Service and other programs; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution s to Barbara Johnston and the Account/Audit Clerk.

Supervisor Deyo recessed the meeting for the Board to review the claims at 8:08pm. The meeting reconvened at 8:20pm.
