TOWN BOARD MEETING

December 12, 2016


A regular meeting of the Town Board of the Town of Marion, Wayne County, NY was held on Monday, December 12, 2016 in the Marion Municipal Room.

Supervisor Deyo called the meeting to order at 7:07pm. She welcomed the students and encouraged them to ask questions.

ABSENT: LaVerne Bliek, Councilman

OTHERS IN ATTENDANCE: Perry Howland, Sun & Record; Becky Block, Times of Wayne County; Tim Boerman, Highway Superintendent.

TOWN BUSINESS: Councilman Lonneville thanked Tim and his crew for putting up the Christmas tree at Jennie’s House and MCDC for putting the lights on it.

Councilman Lonneville stated we have two new employees, Sarah Mayville, Deputy Town Clerk and Kathy Cauwels, Account/Audit Clerk. Everything is going well there.

Councilman Kauffman stated there is a group interested in having open hours to use the weight room at the school.

COMMITTEE REPORTS:

Monica Deyo: Water, Sewer, Town Clerk: Supervisor Deyo reported we are preparing to close on the SE Water District on the 19th, stating all lines are serviceable and restoration will be completed in the spring. We are still in the planning stages for the new sewer plant.

Mike Fonte: Public Safety, Judicial, Library: Nothing new to report.

Nathan Kauffman: Parks, Recreation, Assessor: Councilman Kauffman stated he is awaiting feedback from other Towns regarding information about creating commercial tax breaks. He is also checking with the Association of Towns.

Ron Lonneville: Historian, Zoning, Planning: Councilman Lonneville stated he has met with Caryn Devlin, the newly appointed Town Historian. She along with the Historical Society are working on an agenda for 2017. Councilman Lonneville also stated we are in need of two Zoning Board of Appeals members. Councilman Lonneville stated we will be passing a resolution for a new vision for the Town of Marion. Amy DeAngelo will be heading up the five meetings with the Comprehensive Plan Team.

LaVerne Bliek: Highway, Drainage: Absent

Councilman Lonneville thanked Tim Boerman and his crew for starting the drainage project on Mill Street. Piping installation will be completed in the Spring. They also cleared out three other blockages from the creek.

Tim Boerman, Highway Superintendent reported he and his crew helped the county finish the North Main Street project (restoration to be completed in the Spring), picked up leaves on Union Street a couple of times, changed tires and blades and got sanders on, cleaned catch basins, put up holiday decorations, mixed sand and salt and cleaned the shop.

AUTHORIZE CHANGE IN NUMBER OF SEWER UNIT CHARGES FOR GLM EQUITIES

On a motion by Councilman Fonte and seconded by Councilman Lonneville, the following resolution was

WHEREAS, the Town of Marion has received notification from Robert Kase, GLM Equities LLC, that property number 65114-00-637719 has completed a temporary occupancy use of 44 thru November 30 2016; now

BE IT RESOLVED, that the Marion Town Board authorizes the change in unit charges for the property of GLM Equities LLC, number 65114-00-637719 from six units to 1 unit effective December 31, 2016; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Robert Kase of GLM Equities LLC, Wayne County Water and Sewer Authority, Chief Operator WWTP, and the Town Assessor.

ACCEPT PROPOSAL FROM LABELLA ASSOCIATES FOR WWTP

On a motion by Councilman Lonneville and seconded by Councilman Fonte, the following resolution was

BE IT RESOLVED, that the Marion Town Board accepts the attached proposal #P170029 from LaBella Associates for an Initial Rural Development Funding Application for the WWTP in the amount of $2,000.00; and

BE IT RESOLVED, that the Marion Town Board authorizes the appropriation from account 81304.7.163 and the transfer of $2000.00 from unappropriated fund balance; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to LaBella Associates, Chief Operator WWTP, and Account/Audit Clerk.

BE IT RESOLVED, that the Marion Town Board accepts the attached proposal P170028 from LaBella Associates for Environmental Review Services for the WWTP in the amount of $5,000.00; and

BE IT RESOLVED, that the Marion Town Board authorizes the appropriation from account 81304.7.163 and the transfer of $5,000.00 from unappropriated fund balance; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to LaBella Associates, Chief Operator WWTP, and Account/Audit Clerk.

ACCEPT VISIONING PROPOSAL

On a motion by Councilman Lonneville and seconded by Councilman Fonte, the following resolution was

WHEREAS, the Marion Town Board desires to procced with a Visioning Proposal for the Town of Marion; and

WHEREAS, Wayne Economic Development and Planning Department has prepared a Visioning Proposal for the Town of Marion as attached; now

BE IT RESOLVED, that the Marion Town Board accepts the attached Visioning Proposal submitted by Wayne Economic Development and Planning Department; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to: Planning Board, Zoning Board, and Comprehensive Committee.

RESOLUTION 121716
APPROVE RATIFICATION OF THREE (3) YEAR CONTRACT BETWEEN THE TOWN OF MARION AND UNITED UNION OF ROOFERS, WATERPROOFERS & ALLIED WORKERS

BE IT RESOLVED, that the Marion Town Board approves ratification of the 3 year contract between the Town of Marion and the United Union of Roofers, Waterproofers and Allied Workers effective January 1, 2017 to December 31, 2019.

Supervisor Deyo recessed the meeting for the Board to review the claims at 7:57pm. The meeting reconvened at 8:16pm.
