TOWN BOARD MEETING

A regular meeting of the Town Board of the Town of Marion, Wayne County, NY was held on Monday, December 11, 2017 in the Marion Municipal Room.

Supervisor Deyo called the meeting to order at 7:04pm

PRESENT:   LaVerne Bliek, Councilman
Nathan Kauffman, Councilman
Ronald Lonneville, Councilman
Monica Deyo, Supervisor

ABSENT:     Michael Fonte, Councilma

OTHERS IN ATTENDANCE: Perry Howland, Sun & Record; Tim Boerman, Highway Superintendent; Duane Smeatin, Code Enforcement Officer; Jeff Cragg, Waste Water Treatment Plant Operator; Nick Deming, Heidi Jensen, residents and par-gov students.

Supervisor Deyo welcomed the students and encouraged them to ask questions.

TOWN BUSINESS:

We have a vacancy on the Planning Board. We will be advertising for the position.

Supervisor Deyo stated there are LED light incentives which she believes are worth looking into. This will be discussed at the next workshop.

There will be a meeting on the Regional Waste Water Treatment Plant on December 14.

Employees Christmas luncheon will be tomorrow at noon in the lower level of the Marion Public Library.

Councilman Lonneville thank Tim Boerman and his Highway crew for planting the tree at Jennie’s House and thanked Steve Schutt for re-painting the business signs.

COMMITTEE REPORTS:

Monica Deyo: Water, Sewer, Town Clerk:

Jeff Cragg, Waste Water Treatment Plant Operator, stated he finished the repairs on Sunset Drive. He also reported he got his wet weather report in on time and they accepted it.

Debbie Smith, Town Clerk, stated Town Clerk elect, Heidi Jensen has been coming in for some training. She also stated she and Duane Smeatin, Code Enforcement Officer, went to General Code to go over final questions before print begins.

Mike Fonte: Public Safety, Judicial, Library: Absent.

Nathan Kauffman: Parks, Recreation, Assessor: Councilman Kauffman stated he met with Supervisor Elect, Nick Deming and discussed some promotional ideas. He stated there needs to be a meeting in January to discuss town park schedules.

Councilman Lonneville stated Governor Cuomo signed into law to remove limitation on Cold War veterans. He stated we need to look into this.  He will check this out with Tina McQuillen, Assessor.

Ron Lonneville: Historian, Planning and Zoning:

Regarding Historian, Councilman Lonneville stated we are continuing work at Jennie’s House.

Regarding Planning and Zoning, he stated we had a good meeting with the Comprehensive Team. Angela Patterson is doing a great job compiling the information and putting it together.

LaVerne Bliek: Highway, Drainage:  

Regarding Highway, Tim Boerman stated he put up the solar lights at the park sign, cleaned leaves on Union Street, put up the street decorations, put plows on, plowed 3 times in November and cleaned the shop.

Regarding Drainage, Tim reported they cleaned the logs out of stream on East Williamson Road.

AUTHORIZE CHANGE IN NUMBER OF SEWER UNIT CHARGES FOR GLM EQUITIES

On a motion by Councilman Bliek and seconded by Councilman Kauffman, the following resolution was

WHEREAS, the Town of Marion has received notification from Robert Kase, GLM Equities LLC, that property number 65114-00-637719 has completed a temporary occupancy use of 44 thru December 6, 2017; now

 

BE IT RESOLVED, that the Marion Town Board authorizes the change in unit charges for the property of GLM Equities LLC, number 65114-00-637719 from 7 units to 2 units effective December 31, 2017; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Robert Kase of GLM Equities LLC, Wayne County Water and Sewer Authority, Chief Operator WWTP, Principal Account Clerk and the Town Assessor.

 

RESOLUTION 12047

AUTHORIZE SUPERVISOR TO SIGN 2018/2019 INTER-MUNICIPAL AGREEMENT FOR ANIMAL CONTROL SERVICES

On a motion by Councilman Lonneville and seconded by Councilman Bliek,

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the attached 2018/2019 Inter-Municipal Agreement for animal Control Services; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Town of Williamson and Principal Account Clerk.

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Nancy Brown, Library Manager, and the Account/Audit Clerk.

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to advertise the following in the legal newspaper for the Town of Marion:

 

BE IT RESOLVED, that the Town Board of the Town of Marion will hold a Special Town Board meeting on December 27, 2017 @ 5:00 PM at the lower level of the Marion Library, 4036 Maple Avenue, Marion, New York, to conduct all year end business and any other business that may come before the Board.

DESIGNATE HEALTH INSURANCE POLICIES FOR 2018

On a motion by Councilman Lonneville and seconded by Councilman Kauffman, the following resolution was:

BE IT RESOLVED, that the Marion Town Board will offer the following Wayne County Healthcare policies to its’ full time eligible employees effective January 1, 2018;

AND BE IT RESOLVED, that the Marion Town Board will pay up to $1,025.00 per month for all eligible full time employees towards their health insurance/dental coverage; and

 

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign all necessary documents with Wayne County and Excellus; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to advertise the following in the legal newspaper for the Town of Marion:

 

The Town of Marion is accepting letters of interest for a Planning Board Member. Letters may be directed to Supervisor Nick Deming and will be accepted until January 5, 2018. For further information contact Supervisor Nick Deming @ (315) 926-4145.

 

Supervisor Deyo recessed the meeting for the Board to review the claims at 7:43pm. The meeting reconvened at 8:03pm.

RESOLUTION 121217

AUTHORIZE 2018 ORGANIZATIONAL MEETING

On a motion by Councilman Lonneville and seconded by Councilman Kauffman, the Town Board of the Town of Marion directs the Clerk of the Board to advertise the following in the legal newspaper for the Town of Marion:

 

The Town Board of the Town of Marion will meet and hold the 2018 Organizational Meeting on Tuesday, January 2, 2018 at 7:00pm in the Marion Municipal Room, 3825 North Main Street, Marion, NY.

 

On a motion by Councilman Bliek and seconded by Councilman Lonneville, Supervisor Deyo recessed the meeting for the Board to go into Executive Session to discuss a personnel issue at 8:15pm. The meeting reconvened at 8:32.

With no further business, on a motion by Councilman Lonneville and seconded by Councilman Kauffman, Supervisor Deyo recessed the meeting at 8:41 pm.
