TOWN BOARD MEETING

November 13, 2017

 

A regular meeting of the Town Board of the Town of Marion, Wayne County, NY was held on Monday, November 13, 2017 in the Marion Municipal Room.

 

Supervisor Deyo called the meeting to order at 7:00pm

 

Supervisor Deyo welcomed the students.

 

PRESENT:   LaVerne Bliek, Councilman

ABSENT:

 

OTHERS IN ATTENDANCE: Perry Howland, Sun & Record; Becky Block, reporter for the Times of Wayne County; Tim Boerman, Highway Superintendent; Duane Smeatin, Code Enforcement Officer; Jeff Cragg, Waste Water Treatment Plant Operator; Nick Deming, Joan Fisher, Heidi Jensen, residents and 9 par-gov students.

 

Councilman Michael Fonte led us in the Pledge of Allegiance.

 

Supervisor Deyo welcomed the students and encouraged them to ask questions.

 

TOWN BUSINESS: Councilman Lonneville stated Carolyn Adriaansen, our retired Historian, was given the Excellence in Promoting History Award. It was given to her in Albany.  She will also be recognized at the Historic Association Wednesday night.  It is quite an honor for Marion and for Carolyn.

 

Councilman Lonneville stated Steve Schutt will be getting signs at both ends of Town and getting them repainted with a brighter color, making them easier to read.

 

Councilman Lonneville stated he would like to get a letter out to Tom Salviski thanking him for painting the insurance company building. Monica Deyo stated she already sent one out.

 

Supervisor Deyo was looking at the calendar. With Christmas falling on a Monday this year, some employees would like the Christmas Eve holiday to be the day after Christmas instead of the Friday before. All Board members agreed.

 

The Town Board set the year end meeting for Wednesday, December 27 at 5:00pm.

COMMITTEE REPORTS:

 

Monica Deyo: Water, Sewer, Town Clerk:

 

Jeff Cragg, Waste Water Treatment Plant Operator stated they had some work done on the pump station. He is working on some other issues. Today, he sent out the letter to DEC for the consent order.

 

Debbie Smith, Town Clerk, stated it has been quiet. She stated soon they will be busy with taxes. She stated she is retiring December 31, and introduced Heidi Jensen as the new Town Clerk. Supervisor Deyo stated Debbie is not totally retired, stating she has been elected to the Town Board.

 

Mike Fonte: Public Safety, Judicial, Library: Councilman Fonte reported nothing new on Judicial or Library. He reported he has talked with Kevin Rooney, Wayne County Superintendent of Highways. Councilman Fonte stated he will review what he got from Kevin and put something together for the Board.

 

Nathan Kauffman: Parks, Recreation, Assessor: Councilman Kauffman hadno updates. Duane Smeatin, Code Enforcement Officer, stated he ordered the solar light for the park sign and passed it on to Tim Boerman, Highway Superintendent, to install.

 

Historian, Planning and Zoning: Regarding Historian, Councilman Lonneville stated they are removing plaster and installing dry wall at Jennie’s house. That will follow up with the insulation.  Hopefully, the furnace will be installed by Christmas.  Tim Boerman will be removing the stump in the side lawn.  Doug Franke will be donating a Christmas tree.  It will be put in permanently.  Councilman Lonneville thanked Duane, Jeff and Tim and his Highway crew for emptying the carriage shed.  Some of that stuff will be stored up at the park.  Councilman Fonte asked if he saved any of the tin ceiling he retrieved from the church that was torn down.  Councilman Lonneville stating it was saved and Caryn is hoping some of it can be put up on a wall so that she can explain what it is.

Regarding Zoning and Planning, Councilman Lonneville stated we had a productive meeting with our Comprehensive Plan Team last week. Next meeting will be December 6.   Marion is moving in a positive way.  Councilman Lonneville stated he talked to Tom Salviski regarding the Restore NY grant and he has an architect.  Tom stated he will be meeting with the project manager.  They will be meeting with Amy D’Angelo.  Hopefully construction will begin in the Spring.  Supervisor Deyo stated Councilman Lonneville has done a good job on that.

 

LaVerne Bliek: Highway, Drainage:Regarding Highway, Tim Boerman stated they changed a couple culverts, cleaned up from the festival, got trucks ready for plowing, helped Macedon with paving, hauled salt and sand, did some regular cleaning and maintenance of the equipment and put new tires on the tractor.

Regarding Drainage, Councilman Bliek stated they need to do some cleaning out by the laundromat on E. Williamson Road. Supervisor Deyo asked him to talk to Mr. Dovan across the street. He is really backed up there.

RESOLUTION 110517

AUTHORIZE CONTRACT WITH WAYNE COUNTY PUBLIC WORKS – 2018

SNOW AND ICE

 

On a motion by Councilman Bliek and seconded by Councilman Lonneville, the following resolution was

ADOPTED:    Ayes: 5 Bliek, Fonte, Kauffman, Lonneville, Deyo

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor to sign the attached contract with Wayne County Public Works – 2018 Snow & Ice; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the County of Wayne, Marion Highway Superintendent, and the Principal Account Clerk.

 

RESOLUTION 110617

ACCEPT RESIGNATION OF SARAH MAYVILLE AS DEPUTY TOWN CLERK

 

On a motion by Councilman Kauffman and seconded by Councilman Fonte,

the following resolution was

WHEREAS, Sarah Mayville has submitted her resignation as Deputy Town Clerk effective 11/23/2017; now

 

BE IT RESOLVED, that the Marion Town Board regretfully accepts the resignation of Sarah Mayville as Deputy Town Clerk effective 11/23/17; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Sarah Mayville, 4859 Smith Road, Marion, and the Principal Account Clerk.

 

RESOLUTION 110717

AUTHORIZE SUPERVISOR TO PUT OUT BID FOR PROPERTY MAINTENANCE CONTRACTOR

 

On a motion by Councilman Lonneville and seconded by Councilman Bliek, the following resolution was

ADOPTED:    Ayes: 5 Bliek, Fonte, Kauffman, Lonneville, Deyo

Nays: 0

 

WHEREAS, the Town of Marion is seeking bids for lawn maintenance services as needed in order to comply with the conditions of the newly-enacted Property Maintenance Local Law which outlines the length of grass allowed on residents’ properties; now

 

BE IT RESOLVED, that the Marion Town Board authorizes the Town Clerk to advertise the position in The Times and on the town’s website; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Code Enforcement Officer, and the Principal Account Clerk.

 

RESOLUTION 110817

AUTHORIZE SPEED STUDY

 

On a motion by Councilman Lonneville and seconded by Councilman Fonte, the following resolution was

ADOPTED:    Ayes: 5 Bliek, Fonte, Kauffman, Lonneville, Deyo

Nays: 0

 

WHEREAS, the Marion Town Board has received a request for a speed limit survey on Warner Road, between house #’s 3905 and 4100 from Marion Central School District;

 

NOW BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to petition the Wayne County Highway Department to conduct a speed limit survey on Warner Road between House #’s 3905 and 4100;

 

AND BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Wayne County Highway Department and the Marion Central School Superintendent.

 

Supervisor Deyo recessed the meeting at 7:50 for the Board to review the claims. The meeting reconvened at 8:09pm.

On a motion by Councilman Fonte and seconded by Councilman Lonneville, the following resolution was
