PUBLIC HEARING/SPECIALTOWN BOARD MEETING

A special meeting of the Town Board of the Town of Marion, Wayne County, NY was held on Monday, November 6, 2017 in the Marion Municipal Room.

 

PRESENT:    LaVerne Bliek, Councilman

Nathan Kauffman, Councilman

Ronald Lonneville, Councilman

Monica Deyo, Supervisor

 

ABSENT:     Michael Fonte, Councilman

 

OTHERS IN ATTENDANCE: Perry Howland, reporter for Sun & Record; Duane Smeatin, Code Enforcement Officer; Nick Deming, Heidi Jensen, Joan Fisher, Ray Seppeler, residents; and 3 par-gov students.

 

Supervisor opened the Public Hearing at 7:00pm

 

Supervisor highlighted some items in the 2018 Budget. The tax rate per $1,000.00 for 2018 will be $4.69684, down from last year’s tax rate of $5.15 per $1,000.00.  The total tax levy is 1,383,525.54.

 

Highway salaries are dictated by Union contract (2.5%). No raise was given to elected officials.  Others got an average of 2.5%.

 

With no questions or comments, Supervisor Deyo recessed the PH at 7:15pm.

 

Workshop discussion included the purchase of a John Deere mower. Board will check the procurement policy for estimate and a request.

 

The Board also considered a request from the Marion High School for a speed limit reduction on Warner Road and going out for bid for property/lawn maintenance. Resolutions will be on the November 13 meeting for consideration.

 

Ray Seppeler addressed the Board with his concerns about the special permit which was given to Lauffenberger on Smith Road. He is concerned that a special permit given to put in a structure in a residential area lowers the value of property and there will be no growth in the housing district.

 

Joan Fisher asked about putting an insert in the tax bills requesting email addresses from residents in order to better communicate with the residents. Debbie Smith, Town Clerk, will check with the County Clerk.

 

Supervisor Deyo opened a Special Town Board meeting 7:30pm.

 

RESOLUTION 110117

ADOPT 2018 BUDGET

 

On a motion by Councilman Lonneville and seconded by Councilman Bliek, the following resolution was duly put to a vote by roll call which resulted in the following:

Supervisor Deyo                  Yes

 

WHEREAS, the Marion Town Board has received the 2018 Tentative Budget for the Town of Marion; and

 

WHEREAS, the Marion Town Board prepared the 2018 Preliminary Budget for the Town of Marion; and

 

WHEREAS, a Public Hearing for the 2018 Budget was held on November 6, 2017; now

 

BE IT RESOLVED, that the Marion Town Board adopts the 2018 budget as attached; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

 

RESOLUTION 110217

DE-OBLIGATE UNUSED RURAL DEVELOPMENT FUNDS – OWLS NEST WATER DISTRICT

 

On a motion by Councilman Bliek and seconded by Councilman Lonneville, the following resolution was duly put to a vote by roll call which resulted in the following:

Supervisor Deyo                  Yes

 

BE IT RESOLVED, that the Marion Town Board hereby resolves to de-obligate the unused Rural Development funds remaining in the Owl’s Nest Water District project. The total amount is $273,597.13, and

 

BE IT RSOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Cynthia Newcomb, Rural Development Specialist and the Principal Account Clerk.

 

On a motion by Councilman Bliek and seconded by Councilman Lonneville, Supervisor Deyo recessed the meeting to go into executive session at 8:10pm. The meeting reconvened at 8:45pm.

 

With no further business, on a motion by Councilman Lonneville and seconded by Councilman Bliek, Supervisor Deyo recessed the meeting at 8:45pm.
