Time:  7:00pm.  Gregg Bell called the meeting to order.

Present:  Gregg Bell; John Lonneville, and Michael Hershelman, Zachary Bartlett, Andrea Vandergrift

Absent: Martha Rich and Dan Sargent

Also present: Angela Patterson

7:04 pm – Gregg Bell announced that all members present are voting members.

7:06 pm – Gregg asked the board if they were any comments or questions regarding the previous meeting minutes. No comments.   John Lonneville made a motion to approve the minutes from July 26, 2016. Andrea Vandergrift seconded the motion. All in favor.   None opposed.  Meeting minutes approved.

New Business: Gregg Bell stated that there is one item on tonight’s agenda.

7:08pm – The first item is Application A-2-17: Area Variance– Angela Patterson, Build a 16×16 Accessory Building in front of the home at 4425 Hall Center Rd. due to restrictions in back of home. Gregg Bell read through the application for an area variance to section 203.2 and determined the neighbor notifications have been signed. He noted the legal notice, agricultural data statement, picture and application is in the folder.

7:10pm –Michael Hershelman made a motion to approve neighbor notification. Andrea Vandergrift seconded the motion. All in favor.   None opposed.  Neighbor notification approved.

7:11pm –Gregg Bell read through the SEAF form, no significant findings or questions from the board.

7:12pm – Gregg Bell and the board completed the impact assessment section of the application which is on file in the applicant’s folder. Gregg Bell stated part III is N/A.

7:16pm –Andrea Vandergrift made a motion to approve part II and part III of the application. Zachary Bartlett seconded the motion. All in favor.   None opposed.  Neighbor notification approved.

7:18pm –Gregg Bell asked Angela Patterson to explain her project. Mrs. Patterson stated she wanted the Accessory Building for storage purposes. She cannot place the accessory behind her house because there is not enough space, the leach field would be affected, and the property is graded.

7:19pm –Gregg Bell opened and closed the Public Hearing as there were no members of the public present to speak.

7:20pm – Gregg Bell stated he sees no issues with the application, however, he would suggest a stipulation that the accessory structure is level with or behind the garage.

7:24pm – Gregg Bell and the board reviewed the five criteria for an area variance listed in section 602.2 of the ordinances. The answers to the questions are included in the applicant’s folder.

7:29pm –Andrea Vandergrift moved to approve the pole barn can be placed in front of the house with the stipulation that the accessory structure will not be forward of the garage. John Lonneville seconded the motion.

7:30pm – Gregg Bell asked if there was any other questions or comment from the board. None at this time.

7:32pm – All approved. None opposed. Motion carried Application A-2-17 approved

7:36pm – Old Business:  Gregg Bell made the Board aware the next Visioning Meeting date is Tuesday May 16, 2017 at the HS

7:42pm – No other old business

7:43 pm – Michael Hershelman moved to adjourn the meeting. Andrea Vandergrift seconded.  Meeting adjourned
