WORKSHOP/SPECIALTOWN BOARD MEETING

A regular meeting of the Town Board of the Town of Marion, Wayne County, NY was held on Monday, May 1, 2017 in the Marion Municipal Room.

Supervisor Deyo called the workshop to order at 7:04pm.

PRESENT: LaVerne Bliek, Councilman
Michael Fonte, Councilman
Ronald Lonneville, Councilman
Monica Deyo, Supervisor

ABSENT: Nathan Kauffman, Councilman

Jake DeLyser, Bruce Ameele and Paul Bender of the Marion Cemetery Association came to speak to the Board. Jake stated they are losing money every year. The auditor from the NYS Cemetery Association said they have three years max and they will be out of money. They asked if the Town could do anything to help. If they run out of money and let it go, the Town will have to take it over. They will be doing a fundraiser by mail. Councilman Lonneville stated the Board would like to see financial figures. A question was asked if the Highway could dig graves to save them from hiring someone to do this. Bruce and Jake stated the Highway Department has been very helpful.

Councilman Lonneville stated we already have a nuisance law and questioned if we need to have a point system.

Greg Bell, Zoning Board and Fred Walker are looking into a Solar Systems Ordinance. They are researching and reviewing what other Towns are doing. They suggested holding off on this for now. Some Towns are doing a moratorium on solar farms. Individuals have to follow state regulations.

Councilman Lonneville stated we need to clean-up the Pear trees on Main Street. We have a quote from Bovet Lawn, Garden & Landscaping Service.

Councilman Lonneville stated the business signs on North and South Main Street need to be updated – signs need to be taken down for businesse that are no longer in business. Virginia and Jeff will take care of this. Monica will contact Kevin Rooney regarding the possibility of a blue business district sign.

AUTHORIZE HIRING JARED DELYSER 2017 NIGHT PARK SUPERVISOR FOR SUMMER SOCCER PROGRAM
On a motion by Councilman Bliek and seconded by Councilman Lonneville the following resolution was
ADOPTED: Ayes: 4 Bliek, Fonte, Lonneville, Deyo
Nays: 0

BE IT RESOLVED, that the Marion Town Board authorizes hiring Jared DeLyser, 5145 East Williamson Road, Marion, as the 2017 Night Park Supervisor for Summer Soccer Program at remuneration of $9.00 per hour to be appropriated from account 73101.1.0.082; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Jared Delyser, and the Principal Account Clerk.

AUTHORIZE HIRING JARED DELYSER AS 2017 SOCCER COORDINATOR

On a motion by Councilman Lonneville and seconded by Councilman Fonte, the following resolution was
ADOPTED: Ayes: 4 Bliek, Fonte, Lonneville, Deyo
Nays: 0

BE IT RESOLVED, that the Marion Town Board authorizes hiring Jared DeLyser, 5145 East Williamson Road, Marion, as a Part-Time Seasonal Employee, 2017 Soccer Coordinator appropriated from Account 73101.1.0.191 at remuneration of $1500.00/year from May 2 – August 12, 2016 (11 weeks) (Season: July 5 thru August 12); and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Jared DeLyser, the Highway Superintendent, and the Principal Account Clerk.

ACCEPT QUOTE FOR PORT-A-JON RENTAL AGREEMENT WITH BREWER’S SEPTIC SERVICES, INC.
On a motion by Councilman Fonte and seconded by Councilman Lonneville,
the following resolution was
ADOPTED: Ayes: 4 Bliek, Fonte, Lonneville, Deyo
Nays: 0

BE IT RESOLVED, that the Marion Town Board approves the attached quote with Brewer’s Septic Services, Inc. to be appropriated from Account 71104.000.065 not to exceed $1740.00.

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Brewer’s Septic Services and the Principal Account Clerk.

RESOLUTION 050417
AUTHORIZE TOWN CLERK TO ISSUE A LICENSE TO PROVIDE AND OPERATE CONCESSIONS FOR THE SALE OF FOOD AND SOFT DRINKS AT THE MARION TOWN PARK TO JORDAN POLUCH/SLICES

On a motion by Councilman Lonneville and seconded by Councilman Bliek, the attached resolution was
ADOPTED: Ayes: 4 Bliek, Fonte, Lonneville, Deyo
Nays: 0

BE IT RESOLVED, that the Marion Town Board authorizes the Town Clerk to issue the attached license to operate concessions at the Marion Town Park.

On a motion by Councilman Lonneville and seconded by Councilman Fonte, Supervisor Deyo recessed the meeting to go into executive session to discuss the medical, financial, credit or employment history of a particular person relating to appointment, promotion, demotion, discipline or removal at 8:13pm. The meeting reconvened at 8:20pm.

On a motion by Councilman Lonneville and seconded by Councilman Bliek, Supervisor Deyo recessed the meeting at 8:47pm.
